<br /> Nothing contained in this Act shall impair the powe~e of the Oity cf' Norfolk, or the Oity
<br />of Portsmouth, or the Oounty of Norfolk, to construct, operate"or maintain any ether bridge
<br />or tumu_eX not subject to .the control of the Bridge Authority; prevideel, how~e.~er, that~neither
<br />the City of Norfolk ncr the Oity of Portsmouth shall authorize the eonstrmc~tion, operation or
<br />maintenance of ~uy other bridge or tunmeI' between the Glties of Norfolk and Portsmouth unless
<br />said citfes shalX first assume liability for the payment~of the principal and interest of all
<br />obligations issued by the Bridge Authority for the constrm, ction of the bridge cr tunnel herein
<br />provi-ded for and then outstanding.

<br /> The Bridge Authority shall annually elect from its nmmbera chairman amd a vice-chairman
<br />to serve for the term cf one year each, s~bjo-ct_to re-election, and may appoint such officers,
<br />engineers, inspectors, and employees as it may' require forthe performance of its duties, and
<br />shall fix and determine their qualifications, ~uties and salaries.

<br /> The Oommittee provided for in Article 11, to be designatedby the~Bridge Authority m~y
<br />receive such salaries and allowaueee as may be approVed, by the Bridge Authority. All salaries
<br />and expenses shall be paid in the manner and from the f~ds hereinafter provi~ed~

<br /> A majority of the members from each of the Ooun¢ils o~ the Oities of Nerfelk and Portsmouth
<br />and fr~m the Board of Su~ervisors cf Norfolk Ocunty shall be reGuire~ to constitute a e~orum,
<br />and no action by the B~idge Authority~,shall be binding unless a ' ' ~

<br />the members from the Ocuneil of the ~ty cfNorfelk,~a majority of the vetem~of all the members
<br />from the Oouneil of the Oity of Portsmouth, and~m~ority of the votes of all the members
<br />from the Board of Supervisors of Norfolk Oounty a~e'~ast therefor.

<br /> The Bridge Authority may adopt a seal which it may alter or change at will.

<br />Xll.
<br />
<br /> The Bridge Authority is vestedwith the power of investigating and deciding upon the neces-
<br />sity er desirability of a bridge or bridges, a ferry or ferries, a tunnel or tunnels, within
<br />or connecting the cities of Norfolk and Portsmouth, and/or connecting either of said cities
<br />and said county and determining upon the same, together with the location thereof, the type
<br />of construction to be followed, and the' ecst thereof.

<br /> To provide funds for the acquisition.or the construction of the said ferry or ferries,
<br />bridge or bridges, tunnel or tunnels, with all necessary ~ights of way, approaches, appurte-
<br />nances ~nd fixtures, the Bri~lge Authority is authorized to issue its obligations at such time
<br />~a.~ f~em t~ to time, in such sm~S, be~i~ ~eh interest rates ~d hmvi~ su~ maturit~
<br /> ~es, ~s it may ~ete~ine ~pgn, ~h obligations to be. secures by the ple~ e~ all or part

<br />of such obligations.

<br />
<br /> The obligations for money so raised by the Bridge Authority for the construction of a
<br />bridge or tumnel and purposes incidental thereto, aswell as for such compensation as may be
<br />agrees upon between the Oouncils of the Olties of N~rfclk and Portsmouth and the Board of
<br />Supervisors of Norfolk County to be paid te the said City of Portsmouth and Oounty of Norfolk
<br />for their interest in orany,loss occasioned ~ thelr~evenues obtained from the Norfolk and
<br />Portsmouth Ferries, sometimes called the Norfolk Oounty Ferries, by the comstraction or opera-
<br />tion of a bridge or tunnel, er both, shall constitute a lien er liens upon the bridge er
<br />bridges, tum~l or tunnels, ferry or ferries, the approaches and appurtenances thereto, the
<br />revenues and~tolls therefrom, in ~h~ order and in accordance with the terms and conditions
<br />agree'd upon between the Bridge Authority and the persons or corporations accfAiring its obli-
<br />g~ti~ns,' f~m and after the time that such agreement?~has been duly recorded in the clerk's
<br />offices of the Oorporation Court of the Oity cf NOrfolk, and the Oourt of Hustings of the
<br />Oity of Portsmouth, and any right er c~aim of the State of Virginia, the Oity~f NorfolE,:~he
<br />Oity of Portsmouth, the County ef Norfolk, or any other person, corporation or political sub-
<br />division of the State, ineludimg any ~laim arising out of this law, shall be subordinate thereto.

<br />
<br /> The acquisition or constrmction, malntenanee and operation of a ferry, bridge or tunnel
<br />within or connecting the cities of Ncrfolk an~ Portsmouth, cr either ef said cities and said
<br />county, by such Bridge Authority is in all respects for the benefit of the people cf the State
<br />~nd of the two cities and sai~ county, for the increase cf their commerce and prcsperity~ and
<br />for the improvement cf their health and living conditions, and the Bridge Authority shall be
<br />re~arde~ as performing a governmental function in undertaking the said acquisition, construction,
<br />maintenance and operation, an~ in carrying cut the provisions of the law relating to said for=y,
<br />brid~e or tummel, an~ shall be require~ te pay no taxes, levies ncr assessments upon amy cf the
<br />property acc~Alred by it for the construction, operation and maintenance cf a ferry, bridge or
