<br />amthorlty ~fter taking a vote as provided for in ~ticle XI.- to-enter int~ alt needful eon-
<br />tracts and agreements, and to execute all 'notes, bonds or other obligations on behalf of and
<br />in the 'name of the Bridge Authority, te appear before all departments of the Orate'or National
<br />government, and to ask for and obtain all. necesssmy permits and authorizations therefrom for
<br />the eenstrustion, operation amd maintenance of said-~erry or ferries, bridge or bridges, tunnel
<br />or tunnels.

<br />
<br /> if, after the terms clothe ~agreemen~ p~ovided for in Articles Xll. and Xlll. have been
<br />f~ty con,plied wit~ there shomld remaina~y surplus f~mds, which, in the ju~c~nt of the BrX~ge
<br />Authority, are not and will not be needed for the future operation and maintenauoe of such
<br />bridge or bridges, tmmuel or tunnels~ so a~quired or eonstracted, the same shall be paid over
<br />to the cities of No~folk aud Portsmouth amd the Oounty of Norfolk in equal proportions.
<br />
<br /> The obligations of the Bridge Authority issued pursuant to this Act er. amy amendment there-
<br />of, are declared to be the eblIgatiome of an instrumentality of the State, amd as such are
<br />amd shall be, and the income therefrom, exempt from all taxation of every ~ind to the holders
<br />thereof, to the same extent and in the same manner as are the State's own obligations.

<br /> If and when the obligations to be issued for the construction of amy bridge or tunnel, or
<br />am~.ebligatleus issued in payment or renewal thereof, or im c~m~ensatien to Norfolk ~eunty and
<br />the!'~ityof Portsmouth for their interest in er any loss oceasioned~te their ferry r~venme,
<br />have been~paid, ~hat there is no outstanding:obligations against such, bridge or tunnel, as
<br />provided in said agrement in Article Xll. mentioned, and the income therefrom is not needed
<br />to ~et-smch obligations, the Bri~e Authority shall =ecommez~l to the cities of N~rfolk and
<br />~smeuth amd the County ef Norfolkwhat disposition shall be made with respect to the future
<br />operation of s~ch bridge er tunnel, and the revenue therefrom,

<br /> This Act shell be ki~own amd may be referred to as "The Norfolk-PortSmouth-Norfolk Comnty
<br />Bridge Authority Act.~

<br />XX.
<br />
<br /> If any prevision of this AeC, or the application thereof to amy person or eircumstamee,
<br />~s~etd invalid, the rem~inder of the Act, amd the applisatio~ of such provisiom to other
<br />persems~or circumstances, shall net be affected thereby.
<br />
<br /> All acts amd parts of acts in conflict with~his Acta re, to the extent of said oomfliet,
<br />hereby repealed.
<br />

<br />An emergency is hereby ~eolare~ to exist, and this Act shall be in force from its passage."
