<br /> The members ef the Bridge Authority shall, for the purpose of doing business, constitute
<br />a beard and shall elect a-chairman and secretary a~d such officers as they may deem best, and
<br />may adept suitable by-laws for its management.

<br />ef theother have the right to sell, lease or otherwise dispose of to s~id Bridge Authority or
<br />te the City of Norfolk, in such maz~uer and on such terms and conditions as the majority of the
<br /> Council of the Oit~ of Portsmouth amd majority of the Board cf Supervisors of Norfolk Ooumty
<br />may ~pproved, their respective interests in any existing ferry er ferries, or any part thereof.
<br />The ~ridge Authority shall h~ve full power and authority to purchase, lease or otherwise ac-
<br />quire any bridge or bridges, tu~uel or tmmuels, whether mow. er to be hereafter oemstructed, te
<br />¢onstruc~ or cause te be ¢onstructe~ a bridge or bridges, ama/or a tunnel or tunnels, within
<br />or connecting the cities of Norfolk and Portsmouth, or within cr connecting either of sai~ ~
<br />cities a~ Ne=folk Oeunty; te operate e~ cause to be operate~, such ferries, bridges or tu~.~nels;
<br />~e make charges for the mse thereof, smbject to the limitations hereinafter provided, and fez
<br />any of such purposes to acquire, own, hold, lease s~u~/or operate real or personal property,
<br />riparian and ether rights, te borrow money amd secure the same by bonds or by mortgages upon
<br />any property held or ~e be held by i~; to enter into contracts and agreements with individuals~
<br />eorpe~atiens, the State of Virginia Am~ political subdivisions thereof, or with the United
<br />Sta~es o.f America; and to do any and all ether law, ut a~s uecessary ~r convenien~ in further-
<br />anco of the powers herein granted, except~as herein specifically limited, provided, however,
<br />that before tho s~id Bridge ~Authorityshall be pe~mi~ted te use, pass over or under the streets,
<br />alleys er public grounds of either of said ci~ies the previous consent of the corporate authority
<br />of such city shall be obtained, and before said Bridge Authority shall use, pams over or under
<br />any public ros~in Norfolk Ocumty, the previoms consen~ of the Boar~ of S~pervisors of Norfolk.

<br /> The Bridge Authority shall have such a~tditiomal.powers an~ duties as may be hereafter
<br />delegated te or impose~ upon i~ from time te time by the action of the General Assembly. Unless
<br />and until otherwise provi~&~, xt shall make am amnual report .to Oouncils of the said cities
<br />am~ the Bear~ of Supervisors of Norfolk County,-setting forth in detail the ~perations an~
<br />t~ansactiens ha~ and conducted by it pursuant tO this Act, and any amendmen~ thereof.

<br />ments, pie=s, approaches, stations, ~d app~ten~ees thereto, ~d the~mainten~ee thereof.

<br /> Unless and mntil otherwise provided, all laws now or hereafter vesting Jurisdiction or
<br />control in the State Oorporaticn 0ommission, or in the Oe~umclls of said Oities of Norfolk amd
<br />Portsmouth, shall apply to railroa~, street ~ars, motor busses and ether common oa~riers, owned,
<br />-operated, leased or constructed, ove~ or through amy bridge or tunnel Um~er Jurlsdlcti~n of the
<br />Bridge Authority, with the same fores an~ as if such railroad, street Sar, meter bus amd other
<br />emmmom carriers were oune~, leased, operated or constructed by a privlate corporatiem~

<br />ef t~tl ~s xt may prescribe from time to time from pedestrians, railways, street ear companies,
<br />meter~eses, a~d other wehioles an~ persons'o~essinE, ever, er thresh, or otherwise using, the
<br />~=l~ges, ferries, and tunnels a~ their appzeaChes amd e~t~anees,~ subject-to its control, au~
<br />to ~ary the same from time to time, to make all nee~ml rules amd regulations for the handling
<br />ef traffic thereon an~ thereim, and a~y other rules a~d re~alations neeessamy or desirable for
<br />the safe operation and management of such bridgesor tunnels. ~ueh ~ules amd regulations may
<br />be cha~ged from time to time., an~ ~fter publication in the_ manner prescribed by law for erdi-
