<br /> On page 3- paragrs~ph, is added requ~iring applicants for automobile license to fill
<br />out application blank furnished by the Oommissioner of~ Revenue, showing model, horse power
<br />and state license number, before securing license. Application blank to be signed by. owner.
<br />I sm convinced that this will bring additional revenue to the City, as there csm be no error
<br />in giving the proper horse power mud model of car. It also gives us the signatures of the
<br />owner, which is also resulted by the State; to which the City is entitled. It will also enable
<br />the License Inspector t~ have a more complete check on the vehicles-
<br /> On page ?, the words 'goods~ not otherwise taxed' have been replaced by 'Food, flowers,
<br />b~loons, whistles and flags.' ~nis is done to clarify this section, which has caused some
<br />confusion in the past. On the same page, you will note a new provision which reads: 'Each
<br />person, firm or corporation selling direct to merchsnts ~ny merchandise s~d delivering same
<br />without a orevious order, $150.00 in addition to tax on vehicles-.manufacturers and producers
<br />excepted.'- This will include tho~e people who buy-~from jobbers and m~uufacturers; we have
<br />had trouble in court because there was no provision in ordinance covering same.
<br /> On page ?, you will also note a new heading. 'Roofers.' We have cults a number of
<br /> people engaged in this business now and I feel that this work should be placed under a special
<br /> classification, as they frec~ently claim they :are not contractors because they do not ta~ke
<br /> contracts or. make bids.

<br /> . page 13, section 4~- the license on each itinerant:musician has been changed from
<br /> $2.OO to~$$~OO per week or p~rt thereof.
<br /> On p~ge 13, Section ~2- the words 'fresh meats~ have been struck out and a separate
<br /> item added imposing a tax of $~5.O0 on peddlers of ffish only. There are some fish peddlers
<br /> who also handle fruits, nuts~ confectioneries,.etc., but there are some who sell only fish
<br /> and as they work about six months of the year, in justice to them, I think this tax should be
<br /> changed from $101.O0 to $65.00.

<br />each year when the Budget is considered. The motion_was adopted.

<br /> yth. "I have given the most cs~reful consideration to the matter referred to me by the
<br />Council, relative to pe~rking conditions in the Oity.
<br />
<br /> I am still convinced that parallel parking is the best for Portsmouth, taking into
<br />consideration the interests of all citizens concerned. It is also shown by study made in other
<br />cities that parallel parking is preferable. The question of pe~rking has become quite a problem,
<br />but with the facts I have in hand and with the experience we hmve had with parallel parking in
<br />Portsmouth, I see only one ch~uge which may be made~ that is to permit angle pa~king on Court
<br />St., excepting the block between gigs ~udEing Sts. I am not conv&nced that this is necessary,
<br />but ~m submitting it as a ~ggestion, as it may relieve quite a few complaints which have been
<br />made.

<br /> The situation has been considered from the standpoint of public safety and the
<br />movement of traffic and not from the standpoint of convenience of people using automobiles for
<br />business purposes or their own personal convenience.
