<br /> At a regular meeting of. the City Council April lOth there were present:

<br /> The minutes of the regular meeting March 27th were read and were approved.
<br />
<br /> The following communications were read from the City Manager:
<br />
<br /> 1st. "The request of Messrs. Noah Hoffler and E.'J. Stringer for increase in pension
<br />received from the City, was referred to me by the Council.
<br />
<br /> Each of~these gentlemen receives $50.00 per month, which is a°proximately 50%
<br />of the~la~y~'~eived when actively employed by the City. This is in accordance with reso-
<br />lution ~dOpted by the Council.
<br />
<br /> I believe the amount of pension oaid employees of the City is in line with that
<br />received by employees of other cities and la'ge corporations. As you doubtless know, no money
<br />was ever deducted from the salaries to maintain the pension fund; therefore I can not recommend
<br />an increase at this time."
<br />
<br /> On motion of Mr. MaUPin, the recommendation of the Mmuager_was concurred in.
<br /> 2nd. "Relative to petition of the employees of the City Park for increase in pay, which
<br />was referred to me by the Council, I beg to state that this matter has been taken up with the
<br />Director of Public ~elfare, who states ~hat nothing has been ~aid to him or Mr. Dashiells,
<br />Superi,ntendent of the Park, by the men. ~
<br />
<br />investigation will be made and fUrther report made to the Council at a later date.
<br />
<br /> On motion, the communication was ordered to be filed.
<br />
<br /> 3rd. "The petition of Ers. Cora Ruke, widow of J. E. Duke, asking that the Council make
<br /> some provision for her, was referred to me by your body.
<br />
<br /> ~ do not know of any recommendation I could make, as there is no way: so far as I
<br />know, in which the City could pension Ers. Duke or make an allowance for her. I have not
<br />t~lked with her personally, but, at the same time, I do not think we could legally do this.
<br />I am sure if any medical attention or hospital care is needed, andMrs. Duke has no income,
<br />the City will gladly furnish this attention and medicine."
<br />
<br /> On motion cf Er. M~upin, the report of the Manager was concurred in.
<br />
<br /> 4th. "The offer of Mr. H. L. Alexander to sell to the City his property adjoining the
<br />Wythe St. playground, which includes a piece of property, on Co~rt St. and a small strip on
<br />Wythe,was referred to me by_the Council.
<br />
<br /> The files in the City Manager's office show that some few years ~o the City con-
<br />sidered the purchase of this property because of its location, as it would give a good front-
<br />age to the playground on Court St.
<br />
<br /> On account of the crowded conditions of the streets, the ma~rity of our Cities
<br />are p~Oviding not only playgrounds but small parked areas for the comfort and recreation of
<br />the citizens and visitors from out of town. This property could be improved with grass, trees,
<br />shade trees, etc., and made very attractive. In all probability within a few years the Oourt
<br />house property will be occupied by business buildings which will leave us without any convenient
<br />spot for outdoor recreation, public gmtherings, etc. I am inclined to feel that this piece
<br />of property will be worth more to the City as outlined above tb~ ~he~.taxes which might be
<br />received from buildings which might be built later ~n the property.
<br />
<br /> I therefore recommend that permission be given me to se,~re the best price on the
<br />land, together with cost of putting it in shmpe, so that I may make a definite recommendation
<br />to the Council, considering at the same time all facts, including the financing of same, etc."
<br />
<br /> On motion of Br. Dunford, the recommendation of the Nan~ger was concurred in.
<br />
<br /> 5th. "Attached. you ~will find letter from Jos. F. Weaver, City Engineer, in r~ference to
<br />the paving of Gosport Road from the Norfolk County line, a distance of approximately one aud
<br />one-half miles, to Elm Ave.
<br />
<br /> I have had quite a few conference on this subject, with Jordan Brothers and Mr.
<br />Needles of the Bridge Company and they have agreed to make this road of concrete construction,
<br />without any cost to the 0ity o= liability during construction- they ~re desirous of letting
<br />contract tomorrow as bids were opened today. I told them if possible I would endeavor to have
<br />you act on matter tonight. I r~Commend that you approve their reqf~est to me for permission
<br />to build this road. Des Moines Ave. and Charleston Ave. now being p~ved, together with Gos-
<br />port Road and Elm Ave. would, I believe, make it desirable for the ~zty ~o grant this permi~sion.~
<br />
<br /> On motion of Mr. Mayo, the recommendation of the Manager was concurred in and the N~rfolk-
<br />Portsmouth Bridge Corporation allowed to ~ave.~o~p~t Rgad f~om Elm Ave. west to City limits
<br />with concrete, not less tb~.n t6 ft. wide and (8-b-S) thick, mn accordance with Virginia State
<br />Highway specifications; and by the following vote:
