"I herewith respectfully ~ubmit to you proposed budget for the year 1929. There are <br />some extra items which are not included in the budget, which I feel should be discussed later <br />on. The constant demand for service and absolute need for rendering the necessary service <br />makes it not an easy task to find sufficient revenue to meet the demands. I have these items <br />listed which are considered as extra items, ~ad a copy will be~-furnished each councilman for <br />his consideration at the first meeting held to consider the budget. <br /> <br />The capital <br />per year~ <br /> <br />You w~ll note that the increase in the proposed budget over last year is <br />outlays amount to $33,~50, and are chargeable.over a period of years, at <br /> <br /> The estimated appropriations for the various departments is shown on an attached <br />sheet· The largest increase is shown under item for Protection of Persons and Property, whioh~ <br />includes fire and poli~e protection, electric&l-department ~ud street lighting. List showing <br />estimated revenue to be derived from various ~ources based on present tax rate, is also attached. <br /> <br /> On motion, the President was authorized So call meeting of Co~o_ucil for consideration <br />o~ t~e t929 Budget. <br /> <br />UNFINISHED BUSIneSS <br /> <br /> ~The regular reports of the City Treasurer, City Oollector and 0ity Auditor for the month <br />of October, 1928, which had been approved by the City Man~ger, were presented and were ordered <br />to be filed. <br /> <br /> The following comm~uuication from the City <br />the Council October 23rd and laid on the table until this meeting of 0ouncil, <br />read: <br /> "Portsmouth, Va., October 19, <br />Hon.. City Oouncil, <br />Portsmouth, Virginia. <br /> <br />Clerk & Auditor, which had been presented to <br /> was taken up <br /> <br />192 . <br /> <br />Gentlemen:- <br /> <br /> At a meeting of the State Legislature in 1928, the salaries of Judge ~ite of the <br />Circuit 0ou~t, and Judge Bain of the Hustings Court, were increased, making it necessary for <br />an additional appropriation from the City of Portsmouth as follows: <br /> <br /> Judge ~nite's Salary.: <br /> <br />Aaamtmonal s~lary from June 20, 1,Q28, to January 31, 1929 ........ <br />~Increase in Salary for the Year beginning February l, 1929. O. Myers for a duplicate check to~ be issued to him, as <br />original check datea Oct. 9, 1928, No. 4yy42, ~mount $~.50, mailed to nlm by the Treasurer <br />had not been receiv~ · <br /> O~ motion~ditor was instructed to issue Nr.
