<br /> The South Norfolk Bridge was opened August 19th, 1928, and while our revenues on the main
<br />line for September 1928 were abou~ $5,000.O0 l~ss than the same month last year, we attribute
<br />the decrease to t-he unusually inclement weather during Labor Day and Norfolk Fair Week, and
<br />not to the Bridge.competition. The Berkley boat continues to show a decrease in revenues of
<br />about 50% since the bridge opened. Attached is a comparative statement of revenues for the
<br />month of September 1928 against the same month last year. It will be n6ted that the main line
<br />revenues suffered a loss of approximately $~,gOO.OO, while the Berkley boat loss was $t,500.O0.
<br />
<br />~aintenauce The stemmer "Rockaway" was damaged on October 6th by the Navy Tug ,Mendota~ and
<br />was repaired at a cost of $6~1..O0, which is covered by insurance. This steamer's bottom was
<br />0ainted while on the Railway.
<br />
<br />~erry Service Ferry service during the month has been satisfactory. Four boats havebeen ope-
<br />rated during the entire day em.d five boats during the rush periods in the morning and evening
<br />when necessary.

<br />Personnel A coal stevedore has been employed t6 fill Faison's place.

<br />A communication was re~d from W. T. Bottingham with reference to re-opening alley leading
<br />from Race Ave. through-toSoott St., in rear of property owned by him at 1301½ Washington street.
<br /> On motion of Mr. Brooks, the-communication was referred to the City Manager and'City
<br />Attorney.

<br /> On motion, the privilege of the floor was granted to Mr. A. L. Kline, who stated that he
<br />is charged with City taxes on 712 Lincoln street for the years 1926 and 1927, and claims same
<br />2o be erroneous.
<br /> On motion,- the matter was referred to the Oity Manager and Oity Attorney.

<br /> The Chair asked that action be taken on the petition of the Trustees of the Lutheran Synod
<br />of Virginia for relief from payment of certain ta~xes, which had been presented to the Oot~ncil
<br />mSme time ago and no definite action taken on same.
<br /> In connection with same~ the follow~ng opinion of the City Attorney which had been pre-
<br />sented to the Council Aug~st l~th was read.

<br />Gentlemen:
<br /> At your meeting held on June 12, 1928, two communications were received from Oassell
<br />& Cassell, Attorneys, asking for relief of taxes for Trustee~ of the Lutheran Synod of Virginia.
<br />
<br /> One_ oetition asked for relief of taxes on vacant property at the northwest corner
<br />of King and Washington streets. As:-thiS property is not used for church purposss I do not think
<br />the parties are entitled to have it relieved from taxes.
<br />
<br /> The other petition asked for relief of taxes on the church building number 510 Din-
<br />widdie Street, and the property at the southwest corner of High and Dinwiddie streets: formerly
<br />occupied by the Water Department. The property number 510 Difiwiddie Street is used solely for
<br />church purposes and should not have been assessed. It should be relieved of the 1927 and
<br />taxes assessed in the name of the Trustees of Lutheran Synod of Virginia, amounting to
<br />for 1927 and $~7.~5 for 1~2~, together with interest and penalties on the 1~2~ taxes.
<br />
<br /> The petition asks for relief of one-half of the 1927 taxes and all of 1928 taxes
<br />on the property at the corner of High and Dinwiddie streets, based upon the statement it is used
<br />as a Sunday School in connection with the church. Upon the information which I have been able
<br />to obtain the small rear room on the ground floor, formerly used by M~. Davis as his orivate
