Dunford, E.W. ~aupin~ <br /> Arthur Eayo, J. Alden Cast, J. R. Stewart, <br /> L. Go White, y. <br /> Also the City E~n~ger. <br /> <br />Vice-President J. ~. Stewart in the Chair, <br /> <br />The minutes of the regular meeting October 23rd were read and were ~oproved. <br /> <br /> The following communications were read from the Oity ~nager: <br />1st. "I have this day <br />proved recommendation of ~r. R. A. Alexander, Chief, Fire Department in the following matters~ <br /> <br /> Appointment of Joe. A. Blair as hoseman, grade Bi at a salary of $4.15 per diem. The <br />Ohief states Mr. B~kir has served as substitute in the Fire Department for the past two years. <br /> <br />Re~ins~atemen~ of 0. O. Floyd as hosem~u, Grade A, at a salary of $4.95 per diem.~ <br /> <br />.Both of the ~oove appointments are effective October 26th, t928.~ <br /> <br />On mo~ion, the notice was ordered to be filed. <br /> <br /> 2nd. "Under date of October llth, 1928, the Ohief of the Fire Department wrote ~e stating <br />that after a thorough examination by Dr. J. 0o Phillips, Oity Physician, it was foun~ that 0apt. <br />0. R. Bsllentine was physically unfit to perform the duties reouired of a~Oaptain in the Fire <br />Department, and recommended that he be retired from further duty. Capt. Ballentine has been a <br />member of the Department since September 2yth, 1900, which makes twenty-eight years of service. <br /> <br /> In accordance with existing ordinance, I have had the Retirement Board, consisting <br />of the 0hief of the Fire D~partment, 0hief of Police and Director of Public Welfare, consider <br />this case. The Board met on the morning of November let, considered reports including doctor's <br />certificate and also had Oapt; B~l~entine appear before them and ouestioned him. The report <br />of this Board, made to me through its chairm~n, Dr. Rope~, recommends that Caot. Ballentine <br />be retired in accordance with ordinance adopted January 13th, I925. Theft wil~ entitle him to <br />a pay of fifty percent of his present salary, which is,$1950.00 per year, giving'him $975.00 <br />per yea~. Certificate signed by DS. Phillips states that he could not stand excitement and <br />needs complete rest. There is no light work in the Department to which he could be assigned <br />and th~ fife'alarms continually coming in would certainly be exciting, and the clerical work <br />is being properly attended to by an active fireman. On account of his length of service, I <br />recommend that his retirement take effect from January lst~ 1929." <br /> <br />for <br /> <br /> Er. Brooks moved that the matter be referred to the Budget for 1929. <br /> The Chair ruled the motion out of order. <br /> Er. Cast moved that the reco~z~endation of the Eanager be concurred in, <br />s~me be referred to the 1929 Budge~. <br /> The motion by ~r. Cast was adopted, and by the following vote: <br /> <br />and appropriation <br /> <br />Ayes-- Brooks, Maupin, Oast~ Stewart, White, <br />Nays-- Du~o~ord, ~ayo, <br /> <br /> 3rd. "The Oity O0uncil in 1928 approved a proposition submitted by the Virginia Electric <br />& Power Oompany for uniform whit~way lighting system in Portsmouth- the Power 0ompany to take <br />over o~_v poles and lights, which composed a part of the system, they agreeing to pay $3,~75. <br />for our old e~ouipment. <br /> <br /> There bas been some delay in this work due largely to the fact that the Company is <br />asking for a five year contract, which I did not have the right to enter into. The matter was <br />gone into thoroughly with Oity Attorney, Er. R. O. Barclay, and presented by the late Jennings <br />Orocker and completed a short while p~ior to his death. I see no objection to the City enter- <br />ing i~io it for five years. <br /> <br /> I therefore recommend that the matter be referred ~o the City Attorney for proper <br />execution. If this meets with your approval, it is possible that the work. may b.e ~tarted very <br />soon in the hope that it may be finished by the 0hristmas holidays." <br /> <br /> On motion of Er. Maupin, the matter was laid on the table until the next regular meeting <br />of Oo~zuci!. <br /> <br /> ~th. ~I have received check for $508.?3 fromthe Virginia Electric & Power 0ompany for <br />concrete work done on Oounty St.'during October, 1928. I have deposited this check to the <br />General Fund of the City. You ~illD!ease re-aDpropriate this money tonight, so that ! may <br />have check drawn to F. J. EcGui~e for that ~mount ~ccording to our agreement with him. <br /> <br /> You will~ remember I told you we would not hav~ to b~rrow ~ny money in restoring <br /> pavements in abandoned street car track, areas, but I feel that ~he money should bed~posi~ed <br /> to the credit of the 0ity ~nd re-appropriated by the 0ouncil each time check is received ~o <br /> that the records may be kept in proper order.~ <br /> <br /> ~r. ~aupzn move~ that the recommendat~o~ of the Eanager be concurred in, and a special <br />P~ppropriation of $508.73 be allowedfor same. <br /> The motion was adopted, and by the following vote~- <br /> <br />Ayes-- Brooks, Dunford, Naupin, ~ayo, Oast, Stewart, White, ?. <br /> <br /> <br />
