236

September 12,~1995

Motion by Mr. Pitts, a~d seconded by Mr. Hawks, to adopt
the following ordinance, and was adopted by the following vote:

"An ordinance establishing fees for admission to museums
operated by the City of Portsmouth."

Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Webb
Nays: Robinett

City Manager's Report

95-420 - Letter from the Acting City Manager reconunending
adoption of a resolution authorizing the harvest and sale of
timber at Bide-a-wee Golf Course, and authorization for the
City Manager to enter into a sales contract with Swain and
Temple Logging Company.

A. Resolution authorizing the harvest and sale of timber at
Bide-A-Wee Golf Course.

B. Motion authorizing the Acting City Manager to enter into a
sales contract with Swain and Temple Logging Company.

"The Department of Parks and Recreation had advertised for
bids to pay the City to conduct a selective timber sale and
harvest at Bide-A-Wee Golf Course. 'These trees were initially
planted close together with very little thinning over the
years. The result is that the trees now encroach along
fairways, greens, and teeing areas. This vast overgrowth of
pine trees is causing numerous hazards. The primary adverse
conditions that have resulted are related to turf areas that
are shaded out and disease and insect problems.

The timber harvesting will enable the City to bring this
golf facility up to favorable standards while maintaining
adequate tree canopy without paying for the costly removal of
so many trees.

I, therefore, recommend adoption of this resolution
authorizing the harvest and sale of timber at Bide-A-Wee Golf
Course and approval of a motion authorizing the Acting City
Manager to enter into a sales contract with Swain and Temple
Logging Company."

Motion by Mr. Clemons, and seconded by Mr. Pitts, to adopt
the following resolution, and was adopted by the following
vote:

"A RESOLUTION AUTHORIZING THE SALE OF TIMBER AT BIDE-A-WEE
GOLF COURSE TO SWAIN AND TEMPLE LOGGING COMPANY.

WHEREAS, the timber lands at Bide-A-Wee Golf Course are
overgrown so as to restrict the healthy development of turf and
desirable trees; and

WHEREAS, the Department of Parks and Recreation has
consulted with representatives of the Virginia Department of
Forestry, the City Arborist, the Bide-A-Wee Golf Course
Professional, the Golf Course Superintendent, and Gerald
Frazier, Consulting Forester, and all agree that the proposed
selection of trees to be harvested is in the best interest of
the golf facility and the health and beauty of the remaining
trees~ and
