235 <br /> September 12, 1995 <br /> <br /> At a Regular Meeting of.'~e C~ty Council held on Tuesday, <br />September 12, 1995, there were present: <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard <br />D. Griffin, Sr.~ James C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., Ronald W. Massie, Acting City <br />Manager, G. Timothy Oksman, City Attorney. <br /> <br /> Reverend Donald Seely, Centenary United Methodist Church, <br />opened the meeting with prayer which was followed by the Pledge <br />of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Hawks, to <br />approve the minutes of a Called Meeting on August 21, 1995; a <br />Called Meeting on August 22, 1995; a Regular Meeting on August <br />22, 1995 with the noted deletion; and was adopted by unanimous <br />vote. <br /> <br />95-418 Proclamation presented to Lucy Thompson for "PTA <br />Membership Month" and "America Goes Back to School: A Place for <br />Families and the Community Week". <br /> <br />95-419 - Non-Agenda Speakers <br /> <br />1. J. Thomas Benn, 115 West Road spoke on the Senate <br />Productlv~ty celebration. <br /> <br />2. ~onald Whitson, 500 Poplar Lane, spoke on the Clifford Street <br />Brid~e. <br /> <br />3. Jean Sharpe, 412 Park Manor Road, spoke on the Clifford <br />Street Bridge. <br /> <br />4. Richard Kahler, 401 Rockbridge Road, spoke on the Waterview <br /> <br />5. Karen Jordan, 107 Elmhurst Court, spoke on the Clifford <br />Street Bridge and the Museum and Fine Arts Commission. <br /> <br />6. Mallary Kahler, 401 Rockbridge Road, spoke on the Waterview <br /> <br />- Unfinished Business <br /> <br />95-375 - Letter from the Acting City Manager recommending <br />adoption of an ordinance establishing fees for admission to <br />museums operated by the City of Portsmouth, deferred from the <br />regular meeting on August 8, 1995. <br /> <br /> "The attached ordinance has been revised to allow for <br />"unlimited admissions" for members of the Portsmouth Museums and <br />Friends of the Naval Shipyard Museum to the Children's Museum of <br />Virginia. This request was made by the Museum and Fine Arts <br />Commission. <br /> <br /> In previous correspondence, you were provided a detailed <br />listing of the recommended revisions to the museum ordinance. <br />This!revised ordinance will establish the effective date of the <br />fee increase and otherwise clarify the application of the <br />admission fee. <br /> <br /> I, therefore, reconunend your approval of the attached <br />_ ordinance." <br /> <br /> <br />
