<br /> ~-not b~en maid. i have made every effort possible, except resorting to levies, to collect
<br />these taxes. Each tax payer has received at least two notices each year.
<br /> I believe that levies should now be m~de to collect these taxes, not only for the
<br />reason that the money is due the City but else to educate t~e oeople that they must pay their
<br />t~xes. In most instances the people who owe these taxes pay n~thing towards the costs of
<br />operating the City Government, or keeping the streets in repair, or providing for the schools
<br />for their children.
<br /> ' As it is impossible for me to look after my off,ce and also go about the Oity making
<br />levies and conducting sates~ I am asking that you authorize me to appoint a deputy for the~ --
<br />purpose of collecting delinquent personal taxes only, he to act without salary and solely
<br />--upon a commission basis.
<br /> I understand the State of Virginia allows its officers from 15% to 20~ for the col-
<br /> lectlon of delinquent taxes. A capable young man has agreed to undertake the work upon a
<br /> commission of ten percent (10~) but in order for him to carry out the work he must have autho-
<br /> rity to do so. I have repar d notices to all of t~e delinquents which I expe~ to mail in
<br /> a few days and it is m~ purpose to turn o~er to thms depUtY all those who fail to pay at
<br /> my office within a reasonable time.
<br /> The City Attorney informs me that under the new t~x laws passed at the 1928 session
<br /> of the Legislature, ample provision has been, made for the City Collector to levy for taxes.
<br /> Section 3?8 of the Tax Code progLdes that 'Any goods or chattels in any city or
<br /> county Belonging to the person or estate assessed with taxes or levies may be dest~ained
<br /> therefor by the treasurer, sheriff, sergeant, constable or collector.~ In all cases where
<br /> the collecting officer makes a levy he shall be entitled to a fee of sixty cents (.60) to be
<br /> collected with the taxes. It is my idea that this fee shomld be allowed the deputy in addition
<br />
<br />to the 10% to be allowed by the City.

<br />Revenue~ be relieved as a charge against her office.
