March 26, 1929

~v~, amountin~ t~ between fifteen and twenty thousand dollars ($15,000 and $20,000), which
~-not b~en maid. i have made every effort possible, except resorting to levies, to collect
these taxes. Each tax payer has received at least two notices each year.
I believe that levies should now be m~de to collect these taxes, not only for the
reason that the money is due the City but else to educate t~e oeople that they must pay their
t~xes. In most instances the people who owe these taxes pay n~thing towards the costs of
operating the City Government, or keeping the streets in repair, or providing for the schools
for their children.
' As it is impossible for me to look after my off,ce and also go about the Oity making
levies and conducting sates~ I am asking that you authorize me to appoint a deputy for the~ --
purpose of collecting delinquent personal taxes only, he to act without salary and solely
--upon a commission basis.
I understand the State of Virginia allows its officers from 15% to 20~ for the col-
lectlon of delinquent taxes. A capable young man has agreed to undertake the work upon a
commission of ten percent (10~) but in order for him to carry out the work he must have autho-
rity to do so. I have repar d notices to all of t~e delinquents which I expe~ to mail in
a few days and it is m~ purpose to turn o~er to thms depUtY all those who fail to pay at
my office within a reasonable time.
The City Attorney informs me that under the new t~x laws passed at the 1928 session
of the Legislature, ample provision has been, made for the City Collector to levy for taxes.
Section 3?8 of the Tax Code progLdes that 'Any goods or chattels in any city or
county Belonging to the person or estate assessed with taxes or levies may be dest~ained
therefor by the treasurer, sheriff, sergeant, constable or collector.~ In all cases where
the collecting officer makes a levy he shall be entitled to a fee of sixty cents (.60) to be
collected with the taxes. It is my idea that this fee shomld be allowed the deputy in addition

to the 10% to be allowed by the City.

I am submitting an ordinance preps~ed by the
pointment of the deputy.
Yours very

City Attorney to provide for the ap-
tru.ly,

Edna E. Hutch~son, City Collector."

The following is the ordinance:
An Ordinance Providing for the Appointment of an Additional
Deputy City Collector, Providing for his Duties, Compensation, Etc.
On motion of Mr. Maupin, the'ordinance wa~ placed cn first reading.
A communication was readfrom the City Collector asking that certain erroneous assessments
of Real Estate and Personal Propert~ for the Year 1928, as reported by the Commissioner of the
Revenue~ be relieved as a charge against her office.
'On motion of Mr. egg, the communication was referred to the City.Attorney.

The following communication was resud from the Sinking Fund Commission:
,Po=tsmouth, Va., March 25, 1929.

Hon. Shirley Hope, State Game Wa~den, to
services rendered in destroying 50 tagless dogs $ $2.50 e~ch.
On motion, the Treasurer was authorized to pay said bill, out of funds
~ection of Dog Taxes.

the section known as

amo~mut of $125.00, for

on hand from col-

The following invitation was read:

All members of the City Oouncil,
Portsmouth, Virginia.

"Portsmouth, Va.,

March 22, 1929.

Dear Sir:-
Attention:' Mr. L.
