July 23, 1929. <br /> <br /> On motion of Dr. Dunford, a special appropri,ation~ of $250.O0_was allowed to pay bill <br />for examining the Olerk_~s Office e~f the OoUrt of Hustings, and the bill for $100.00 was re- <br />ferred to ~udge ~hite, .of the 0ircuit Oourt, for his apDroval; aud by the following vote: <br /> ' Ayes-- Brooks~ Dunford, Maupin, Oast, ~ayo, Stewart, Ogg, ?. <br /> The Scott Sumvey of budgetary control, which had been laid on the table until this meet- <br />ing of the 0ouncil, was taken up. <br /> Mr. Stewart moved that the survey be adopted, and that an appropriation of $2150.G0 <br />be allowed to carry same into effect. <br /> The motion was placed on first reading. <br /> <br /> NEW BUSINESS <br /> <br /> Bills were presented fromJ. Shirley Hope, State Game. Warden, to amom~t of $25.00, for <br />destroying 10 taglese'dogs $ $2.50 each, an_~ D. W.' All fish stalls in-the Oity market are now filled and fish merchants are thus prohibit- <br />ed from doing business. <br /> <br /> 2.. Niemeyer Oommissioner of Revenue for a merchants <br />license to operate a sea ~ood market at Middle and 0elumbia Sts., and being refused owing to <br />sectiom2~ of rules and regulations governing municipal markets, we wish to bring the matter <br />before you for consideration. <br /> <br /> As you know there are meat, poultry and produce stores in the same locality and <br />we have been unable ~o f~ to find anyone who can tell us why res~rictions are place~ on sea <br />~food in this area, and at the same time restrict no other business. <br /> <br /> Having gone to a considerable expense to open this business and then being refused <br />a mezchants license because of the factwe want to hsm~lle sea food is a problem we have been <br />unable to solve. <br /> <br /> We are life-long citizens of Portsmouth and have always been interested in the <br />cities welfare and if anyone can show us where this rule in.any way~ is helpful to the' city <br />as a whole we would gladly drop the matter at once..Bu~ having studied the situation from <br />every possible angle we feel that' we are being deprived cf certain rights. As we see this~ <br />St affects not only us but other people who would care to go in the s~me business and the <br />individual property owner as well. <br /> <br /> As you know this ordinance was passed in November 192~and if you can not see <br /> where it is beneficial to the city as a whole, and can see fit to eliminate this section <br /> from the'ordinance it will be greatly appreciated. <br /> <br />Yours respectfully, <br /> <br />V.
