<br /> Motion by Mr. Pitts, and seconded by Mr. Hawks, to
<br />authorize the Acting City Manager to execute a Consent Decree
<br />which defines the remediation responsibilities as to the Abex
<br />Superfund site, and was adopted by the following vote:

<br />95-440 Letter from the Acting City Manager recommending
<br />adoption of a motion to transfer $49,970 from the Grants
<br />Contingency Account for the FY/96 Southeastern Virginia
<br />Areawide Model Program (SEVAMP) contract year.
<br />
<br /> "I am pleased to inform you that the contract with the
<br />Southeastern Virginia Areawide Model Program, Inc. has been
<br />renewed. This contract provides $37,500 from Title III Older
<br />Americans Act funds to Portsmouth for senior citizens services.
<br />
<br /> Our goals for the year include health screenings, health
<br />education, and health promotion for 200 senior citizens and
<br />12,000 miles of transportation. The total program cost for the
<br />period of October 1, 1995 through September 30, 1996 is $56,195
<br />which includes $6,225 in local in-kind match, a local cash
<br />match of $12,470, and the Title III Older American Act funds of
<br />$37,500.

<br /> I hereby recommend the approval of the progrsan and the
<br />transfer of $49,970 from the Grants Contingency AcCount to
<br />support these services for our senior citizens."

<br /> Motion by Mr. Griffin, and seconded by Mr. Robinett, to
<br />transfer $49,970 for the FY/96 Southeastern Virginia Areawide
<br />Model Program (SEVAMP) contract year, and was adopted by the
<br />following vote:

<br />95-441 - Letter from the Acting City Manager recommending
<br />adoption of a motion to transfer $33,311 from the Grants
<br />Contingency Account to allow Social SerVices to subcontract
<br />with Tidewater Regional Group Home Commission/In-Home Services
<br />to provide group treatment services to parents and children
<br />ages 8 to 18 who have been involVed With Child Protective
<br />Services.
<br />
<br /> "The City of Portsmouth, on behalf of Portsmouth Social
<br />Services, has been awarded a grant in the amount of $33,311 to
<br />provide group treatment services to parents and children, aged
<br />8 - 18, who have been invo'lved with Child Protective Services.
<br />The grant provides for transportation, incentive awards for
<br />f~milies who complete the program, and on-site child care for
<br />children younger than 8 years old. The Department will
<br />subcontract with Tidewater Regional Group Home Commission/
<br />In-Home Services component to provide treatment services.
<br />
<br /> I hereby recommend your approval of a motion to transfer
<br />$33,311 from the Grants Contingency Account to support these
<br />services. There is no local match requirement for this grant."
