City of Portsmouth deems it to be mn the best mnterest of the City to make application to the Virginia Department of Housing and Community Development for designation of a certain portion of the City as an Enterprise Zone~, comprising generally.the Mid-town, Tower Mall, Fairwood ann Truxton areas of the Cmty, to be eligmble for the benefits of said Act; and WHEREAS, the Council of the City of Portsmouth has reviewed and considered the regulations and the application concernmng the regular?fy flexibility and tax incentives to be provided, which wmll mnclude (1) permit fee exemptions; (2) the Facade LoanI Program through Portsmouth Redevelopment and Housing AuthOrity; and (3) ten (10) year partmal real estate tax abat~ent for rehabilitated structures; and th~ administration of such areas and deems the same to be approprmate; and ad~ of iS, pox De~ pre hex adh des Aye Nay 95- adc Red WHEREAS, the City of Portsmouth's Department of Economic e~opment has agreed to be designated as program inistrator. "The Environmental Protection Agency has submitted to the City a proposed Consent Decree which would allocate the clean-up and Other remediation responsibilities with respect to the Abex Sup~tfund Site. Under the Decree, the City is obligated to prowide certain in-kind servmces such as traffic direction and assistance mn the obtamnmng of local permmts, and is required to coo0erate mn the general clean-up activities. The Portsmouth Redevelopment and Housing Authority will ~isimilar in-kind responsibilities.
