October 9, 1995 (f) CA-95-07 CODE AMENDMENT~i- An amendment ~o.the Zoning Ordinance, con~iti0ns for specific uses, to add a condition pertaining to the screening of open storage areas; and, to require a use permit for outside storage of construction materials, deferred from the September 11, 1995 Public Hearing meeting. Motion by Mr. Hawks, and seconded by Mr. Pitts, to table consideration of CA-95-07, and was adopted by a vote of 6-0. CITY MANAGER'S REPORT - 95-456 - Letter from the Acting City Manager recommending adoption of a resolution to authorize Virginia Department of Transportation (VDOT) to proceed with the design of improvements shown in VDOT's Six-Year Plan for Tyre Neck Road, West Norfolk Road and Frederick Boulevard. "The adopted Six-Year VDOT Transportation Plan for 1995-96 includes three new projects in the City of Portsmouth. These projects are as follows: (1) Improvements to Tyre Neck Road from the City limits to West Norfolk Road (2) West Norfolk Road from Churchland Boulevard to Cedar Lane (3) Realigrunent of Frederick Boulevard and Airline Boulevard These projects are consistent with the priorities we presented at the annual pre-allocation hearing held in Suffolk in the Spring of this year. In order for the Virgxnla Department of Transportation to begin work on these projects, it is required that the attached resolutions for each project be adopted. The Director of Public Works recommends your approval of the resolutions for improvements to Tyre Neck Road, West Norfolk Road and Frederick Boulevard. I, therefore, concur with the Director of Public Works and recommend your approval of this item." Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt the following resolutions, and was adopted by the following vote: "A RESOLUTION AUTHORIZING THE VIRGINIA DEPARTMENT OF TRANSPORTATION TO ESTABLISH A PROJECT FOR THE IMPROVEMENT OF WEST NORFOLK ROAD FROM CHURCHLAND BOULEVARD TO CEDAR LANE AS A TWO-LANE ROAD. WHEREAS, the City of Portsmouth, Virginia, desires that the Virginia Department of Transportation (VDOT) establish a project for the improvement of West Norfolk Road from Churchland Boulevard to Cedar Lane as a two-lane road, a distance of approximately 1.3 miles. WHEREAS, pursuant to VDOT construction allocation procedures, a resolution must be adopted by the governing body requesting that VDOT program an urban highway project and agreeing to reimburse VDOT for its total costs should the City elect to cancel the project.
