October 9, 1995 <br /> <br />(f) CA-95-07 <br /> <br />CODE AMENDMENT~i- An amendment ~o.the Zoning <br />Ordinance, con~iti0ns for specific uses, to add a <br />condition pertaining to the screening of open <br />storage areas; and, to require a use permit for <br />outside storage of construction materials, <br />deferred from the September 11, 1995 Public <br />Hearing meeting. <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Pitts, to table <br />consideration of CA-95-07, and was adopted by a vote of 6-0. <br /> <br />CITY MANAGER'S REPORT - <br /> <br />95-456 - Letter from the Acting City Manager recommending <br />adoption of a resolution to authorize Virginia Department of <br />Transportation (VDOT) to proceed with the design of <br />improvements shown in VDOT's Six-Year Plan for Tyre Neck Road, <br />West Norfolk Road and Frederick Boulevard. <br /> <br /> "The adopted Six-Year VDOT Transportation Plan for 1995-96 <br />includes three new projects in the City of Portsmouth. These <br />projects are as follows: <br /> <br /> (1) Improvements to Tyre Neck Road from the City limits <br />to West Norfolk Road <br /> <br /> (2) West Norfolk Road from Churchland Boulevard to Cedar <br />Lane <br /> <br /> (3) Realigrunent of Frederick Boulevard and Airline <br />Boulevard <br /> <br /> These projects are consistent with the priorities we <br />presented at the annual pre-allocation hearing held in Suffolk <br />in the Spring of this year. In order for the Virgxnla <br />Department of Transportation to begin work on these projects, <br />it is required that the attached resolutions for each project <br />be adopted. <br /> <br /> The Director of Public Works recommends your approval of <br />the resolutions for improvements to Tyre Neck Road, West <br />Norfolk Road and Frederick Boulevard. I, therefore, concur <br />with the Director of Public Works and recommend your approval <br />of this item." <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Pitts, to adopt <br />the following resolutions, and was adopted by the following <br />vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION TO ESTABLISH A PROJECT FOR THE IMPROVEMENT OF <br />WEST NORFOLK ROAD FROM CHURCHLAND BOULEVARD TO CEDAR LANE AS A <br />TWO-LANE ROAD. <br /> <br /> WHEREAS, the City of Portsmouth, Virginia, desires that <br />the Virginia Department of Transportation (VDOT) establish a <br />project for the improvement of West Norfolk Road from <br />Churchland Boulevard to Cedar Lane as a two-lane road, a <br />distance of approximately 1.3 miles. <br /> <br /> WHEREAS, pursuant to VDOT construction allocation <br />procedures, a resolution must be adopted by the governing body <br />requesting that VDOT program an urban highway project and <br />agreeing to reimburse VDOT for its total costs should the City <br />elect to cancel the project. <br /> <br /> <br />
