Motion by Mr <br />with the <br />be denied, <br /> <br /> 255 <br /> October 9, 1995 <br /> <br /> tts, and seconded'by Mr. Hawks, to concur <br /> .~on of the Planning Co~/ssion that CP-95-02 <br />and was denied by a vote of 5-1 (Robinett). <br /> <br />(b) Z-95-06 <br /> <br />HATTONSVILLE NEIGHBOPJ{OOD Request of the City of <br />Portsmouth to rezone 31 acres of property from <br />Industrial M-l, Residential RM-60 and Residential <br />RM-60-K (Conditional) to Commercial C-2, <br />Commercial C-I-K (Conditional), Office-Residential <br />OR-75-K (Conditional), Residential RS-75-K <br />(Conditional) and Residential RS-60. The property <br />is located in the 3300 block of Airline Boulevard <br />and includes Hattonsville Estates and property to <br />the west. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Martin, to approve <br />Z-95-06 with the deletion of rezoning the Industrial M-l, and <br />was approved by a vote of 6-0. <br /> <br />(c) UP-95-19 <br /> <br />CHURCHLAND NEIGHBORHOOD - Use permit application <br />of Churchland House for expansion of an existing <br />residential care facility at 3911 Cedar Lane. <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Martin, to <br />concur with the recommendation of the Planning Commission that <br />UP-95-19 be approved, and was adopted by a vote of 5-1[Clemons). <br /> <br />(d) CA-95-09 <br /> <br />CODE AMENDMENT - Proposal to amend Table <br />40-43.1-3, Use Schedule Downtown Districts, of the <br />Zoning Ordinance to allow child day care centers <br />within the Downtown D-l-Public subdistrict, with <br />the issuance of a use permit. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Griffin, to <br />concur with the recommendation of the Planning Commission that <br />CA-95-09 be approved, and was adopted by a vote of 5-1(Clemons). <br /> <br />(e) UP-95-20 <br /> <br />DOWNTOWN NEIGHBORHOOD - Use permit application of <br />Trinity Episcopal Church for a Day Care Center at <br />500 Court Street. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Martin, to <br />concur with the recommendation of the Planning Commission that <br />UP-95-20 be approved, and was adopted by a vote of 6-0. <br /> <br />- Unfinished Business <br /> <br />95-412 Public hearing on a use permit and a code amendment: <br /> <br />(e) UP-95-18 <br /> <br />DOWNTOWN NEIGHBORHOOD - Use permit application of <br />the St. Mark Church of Deliverance for church <br />activities at 609 Washington Street, deferred from <br />the September 11, 1995 Public Hearing meeting. <br /> <br />Dr. Marion Jonesr 1580 Crystal Drive, spoke in support of the <br />use permit. <br /> <br /> Motion by Mr. Martin, and seconded by Mr. Hawks, to concur <br />with the recommendation of the Planning Co~ission that UP-95-18 <br />be approved, and was adopted by a vote of 4-2 (Griffin, Pitts). <br /> <br /> <br />
