October 9, 1995 <br /> <br /> At a Regular Meeting of Jthe'City-Council held on Monday, <br />October 9, 1995, there were present: <br /> <br /> Vice Mayor Johnny M. Clemons, Bernard D. Griffin, Sr., <br />James C. Hawks, James T. Martin, Csaneron C. Pitts, P. Ward <br />Robinett, Jr., Ronald W. Massie, Acting City Manager, G. <br />Timothy Oksman, City Attorney. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer <br />which was followed by the Pledge of Allegiance to the Flag. <br /> <br /> Vice Mayor Clemons called the meeting to order and <br />welcomed all in attendance. <br /> <br /> Motion of Mr. Hawks, and seconded by Mr. Martin, to <br />approve the minutes of a Called Meeting on September 25, 1995; <br />a Called Meeting on September 26, 1995; a Regular Meeting on <br />September 26, 1995; and were adopted unanimous vote. <br /> <br />95-448 Proclamation presented to Michael BrOadhurst for <br />"National Arts and Humanities Month." <br /> <br />95-449 Proclamation presented to Joseph Horan for "Voice of <br />Democracy Month." <br /> <br />95-450 Proclamation presented to Henry Mahomad for "Million <br />Man March Support Day." <br /> <br />95-45I Proclamation presented to Jsanes Thomas for "Walk for <br />Hope Day." <br /> <br />95-452 - Proclamation presented to Victor Goodman for "Stop <br />America's Violence Everywhere Today." <br /> <br />95-453 - Non-Agenda Speakers <br /> <br />There were no speakers. <br /> <br />PUBLIC HEARINGS - <br /> <br />95-454 Public hearing to consider the at-large method of <br />electing members of the School Board and is seeking citizen <br />comment of that proposal. <br /> <br />1. Bradford Cherry, 2742 Sterling Point Drive, spoke in support <br />of at-large election of School Boards. <br />2. Joseph Selden, 1507 Stratford Street, spoke in support of <br />elected School Boards by districts. <br />3. John Hill, 2906 Mapleton Avenue, spoke in support of elected <br />School Boards by districts. <br />4. Shirley Hines, 1016 Blair Street, spoke in support of <br />elected School Boards by districts. <br />5. Louise Walden, 514 Nansemond Street, spoke in support of <br />at-large election of School Boards. <br /> <br />95-455 Public hearing on a rezoning, comprehensive plan, use <br />permits, and a code amendment: <br /> <br />(a) CP-95-02 <br /> <br />COMPREHENSIVE PLAN AMENDMEN~ - Proposal to amend <br />the Land Use Plan of the City of Portsmouth <br />recommending residential and commercial uses in <br />the Hattonsville Area. <br /> <br />Sylvester Brown, 1915 Laigh Circle, spoke in support of the <br />plan. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Griffin, to <br />table consideration of CP-95-02, and the motion was defeated <br />due by the following vote: <br /> <br />Ayes: Clemons, Griffin, Robinett <br />Nays: Hawks, Martin, Pitts <br /> <br /> <br />
