October 24, ~995 That the City Attorney be, and he hereby is, directed to institute eminent domain pr0deedings'against the hereinafter-described property situate in the City of Portsmouth, Virginia, for the purpose to acqUiring the fee simple title thereto pursuant to Section 2.06, 2.07 and 2.08 to the Charter of the City of Portsmouth, Virginia, as amended, and to deposit with the Clerk of the Circuit Court of the City of Portsmouth as provided by law, the sum of $100.00 to be paid pursuant to order of the Court specified to compensate the owner or owners of the property described as follows, to-wit: All that certain piece or parcel of land, lying, and being in the City of Portsmouth, Virginia and bein~ 12 feet square, on which a tree and the grave of J. C. P. Edwards is located, which said square of land is located in the rear portion of a lot conveyed by Florence R. Belote and husband to George T. Taylor, with the right of ingress and egress to and from said grave as reserved, said parcel of land surrounding said square being described as: Beginning at the north west corner of Madison Street [formerly Muscovite Street), and PortCentre Parkway (formerly .Fourth Street), and thence north along the west side of PortCentre Parkway 75 feet; thence west and parallel with Madison Street 90 feet; thence south parallel with PortCentre Parkway 75 feet to the north side of Madison Street; and thence east along the north side 'of Madison Street 90 feet to the point of beginning." Ayes: -Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None 95-479 Letter from the Acting City Manager recommending adoption of a motion to transfer $121,905 from the Grants Contingency Account to continue the Portsmouth Community Corrections Program (formerly C.D.I.). "The Virginia Department of Criminal Justice Services has awarded our City an additional $121,905 to continue the Portsmouth Criminal Corrections Program (formerly C.D.I.). This program is fully funded by the State and requires no local match. This money is in addition to the interim funding award of $28,364 approved in July 1995. The total amount awarded for this program for FY 96 is $150,269. The program is designed to provide investigation, supervision, and rehabilitation services to misdemeanant and non-violent offenders. The concept is to utilize punitive intermediate sanctions to deal with local responsible offenders. This allows them to remain in the community in lieu of jail time. These individuals are carefully monitored for adherence to progr~un rules. ~ I recommend the transfer of $121,905 from the Grants Contingency AccoUnt to support the progrsan." Motion by Mr. Clemons, and seconded by Mr. Martin, to transfer $121,905 to continue the Portsmouth Community Corrections Program (formerly C.D.I.), and was adopted by the following vote: Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None L
