October 24, ~995 <br /> <br /> That the City Attorney be, and he hereby is, directed to <br />institute eminent domain pr0deedings'against the <br />hereinafter-described property situate in the City of <br />Portsmouth, Virginia, for the purpose to acqUiring the fee <br />simple title thereto pursuant to Section 2.06, 2.07 and 2.08 to <br />the Charter of the City of Portsmouth, Virginia, as amended, <br />and to deposit with the Clerk of the Circuit Court of the City <br />of Portsmouth as provided by law, the sum of $100.00 to be paid <br />pursuant to order of the Court specified to compensate the <br />owner or owners of the property described as follows, to-wit: <br /> <br /> All that certain piece or parcel of land, lying, and being <br />in the City of Portsmouth, Virginia and bein~ 12 feet square, <br />on which a tree and the grave of J. C. P. Edwards is located, <br />which said square of land is located in the rear portion of a <br />lot conveyed by Florence R. Belote and husband to George T. <br />Taylor, with the right of ingress and egress to and from said <br />grave as reserved, said parcel of land surrounding said square <br />being described as: Beginning at the north west corner of <br />Madison Street [formerly Muscovite Street), and PortCentre <br />Parkway (formerly .Fourth Street), and thence north along the <br />west side of PortCentre Parkway 75 feet; thence west and <br />parallel with Madison Street 90 feet; thence south parallel <br />with PortCentre Parkway 75 feet to the north side of Madison <br />Street; and thence east along the north side 'of Madison Street <br />90 feet to the point of beginning." <br /> <br />Ayes: -Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-479 Letter from the Acting City Manager recommending <br />adoption of a motion to transfer $121,905 from the Grants <br />Contingency Account to continue the Portsmouth Community <br />Corrections Program (formerly C.D.I.). <br /> <br /> "The Virginia Department of Criminal Justice Services has <br />awarded our City an additional $121,905 to continue the <br />Portsmouth Criminal Corrections Program (formerly C.D.I.). <br />This program is fully funded by the State and requires no local <br />match. <br /> <br /> This money is in addition to the interim funding award of <br />$28,364 approved in July 1995. The total amount awarded for <br />this program for FY 96 is $150,269. <br /> <br /> The program is designed to provide investigation, <br />supervision, and rehabilitation services to misdemeanant and <br />non-violent offenders. The concept is to utilize punitive <br />intermediate sanctions to deal with local responsible <br />offenders. This allows them to remain in the community in lieu <br />of jail time. These individuals are carefully monitored for <br />adherence to progr~un rules. ~ <br /> <br /> I recommend the transfer of $121,905 from the Grants <br />Contingency AccoUnt to support the progrsan." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Martin, to <br />transfer $121,905 to continue the Portsmouth Community <br />Corrections Program (formerly C.D.I.), and was adopted by the <br />following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />L <br /> <br /> <br />
