Earch 9th. 1931.

I believe this new arrangement will be much more satisfactory to the Oity,
territory not lighted at present will be lighted, which is much needed. Lights will
give the proper illumination on account of the Power Comps~uy being eG~ipped to keep
the lights in 'condition at all times, smd will certainly add to the attractiveness of
the thoroughfarej
At such time as the Oouncil deems best for ~his proposition to be considered
in conference, I will a~range to have Mr;~ Matthews presents and he and I will go into
it more fully.

Yours very truly,

0. H~rahan,
City Manager.~

Received and ordered filed.

4th - ~I herewith submit license tax ordinance for the year beginning May lst,1931,
and ask that it be placed on its first reading tonight. There are some minor ct~anges
in it, but as a whole, it is practically the same as last year and the estimate for the
income cf 1931 is based on the same .license tax ordinance as passed by 2he Gozu~ci! for
the year 1930. The new re-arrangement of subjects in,alphabetical order will add to
the convenience of the office in handling customers with disDatch;'
The new sections or alterations to the present ones, are as follows:
Page I - No change except re-arrangement in alphabetical order.'
Page 2 - Section 3 - Add mi.niature golf courses, all sizes, conducted for profit,
$51.00 per annum. (Note) This ~s a new section which was not covered last year, and I,
therefore, recommend that this be inserted. You will also note that the pa~vag~aphs
have bee~ arranged in. p_~oper order,
Page 3 - section ~ Is changed to szchitects, etc.
Section ~ Is char. ged to attorneys.
Section~ -- Is changed to auctioneers.
Section ~. Is changed to automobile repair shops.
Sections --
Is new regarding ~utomobile dealers using more than one store
room or display let for ~he sale of cars. At if an
~ present, automobile dealer has three
or for~v stores he only pays a flat rate of $151.O0, which is incor~sistent with other
dealers who pay on the annual rental:value,of each place of business.
Section ~ - ~It is recommende~ that a new paragraph ~e-inserted under this
section charging automobile dealers with city licenses on cars demonstrated by them. (Note)
~ ·
This is done for the reason that the pr~vmlege is very.much a~used. AS present there
are some dealers who use the state dealers~ tags on their private oars.' -They pay to the
State fo~ this-privilege of operating cars, why no~ to the City?
Page 4 - Section 9 - New paragraph changing the method of applying for city licenses.
Instead of filling out an application as required in para, apb 5, substitute this new
one, which simplifies the procedure and makes it much quicker for the owner or purchaser
to be waited on by the City Collector.
On page 5 you will note the-change in the 6th paragraph from the top. This is done
for the reason we are now permitting bakery trucks ~c operate wi~h the privilege of sell-
ing therefrom for $16.00 a year, whieh is less than the price of a one ton truck license.
This applies ~o all vehicles, afte:~ th.e first one, which may be alright for a push oar2
but surely we would not be consistent mn giving them additional privileges for less than
the price of their truck license.
Page ~6 No change, except re-arr.angement.. Same. applies. . . to pages ?, .8, .9._ l0 and ll~'
Page_2~ Section 46 -Ohange $o ~8 and the woras ' C~y Oolleotor,ana L~cense-tnspec-
tot' be inserted, in lieu of ~Oommissione~ of Revenue~ as showa;
This change is recommended for the re .aeon the oommissioner of Revenue does.not issue
city licenses. It, therefore, is the dut~ of the License Inspector to ascertain if the
proper license has been secured, or the proper rental value given. A number of eases
were lost in court during the last yea~ because the License Inspector did not have the
authority to question dealers who had erroneously stated their annual rental. 'Page 13 - No c.hange.'
.Pa~e 1~ - Section 52 - Oha~ge to ~5.
I recommend that chiropodists be charged $3_1.O0 per a~uum, the same as other physi-
cians, etc.
Page 15_ - No change in wording.
Page18 , ,, , ,,
Page181~' Section 6~ - Elim~na%e entirely, as thiskconfliots with Other ordinances.
Page ' - No change in wordmng - same applies to p~ges 19 and 20.'

Yours very truly,

Frank O. Hanrahan, City Manager."
