<br /> 2nd - "At the last Oouncil meeting, I was instructed to investigate the unusual
<br />~ize of the trucks, trailers and loads using our streets; I have been over this matter
<br />with Mr. Barclay ~d I am checking:up on t~e proper licenses and sizes of the diffferent
<br />vehicles coming into the 9ity.. This wo~k ms being done by the License Inspector with
<br />the assist~oe of the Police Depa~tmento The mar'tot will be gone into in detail and
<br />when this hs~ been do~e~ --I will discuss it thoroughly with Mr. Barclay smd report
<br />b~ck to the Oounoil.

<br /> 3rd - "Relative to the whiteway on High St. being improved and. extended to the
<br />Belt Line Railway, which matter w~s referred to me at.the last Oouncil meeting, will
<br />state that I h~ve a plan for the new whitew~y street lighting system which was submitted
<br />by the Virginia Electric & Power Oompany in June, 1930;~ Mr. ~ai~lemb informs me that he
<br />furnished the members of the Oouncil with a copy of this pl~ at that time~
<br /> Sometime-ago, I notified the OouncE1 that the Power 0omp~uy desired a
<br />contract, whioh w~s not contemplated by me in taking over the whiteway system. This con-
<br />tract w~s to take in the other street lights. Since that time there have been quite a
<br />few suggestions in regs~d to th~ whitew~y and. also the electrification of the water com-
<br />pany's pumDing station, ~ud I was of the impression that it w~s the desire of the Oouncil
<br />to close the electrification m~tter before having ~ conference on street lighting. How-
<br />ever, Mr. Mztthews ~nd I h~ve gone over this m~tter thoroughly and I ~m of the opinion
<br />the ~estion of the distribution of light and the payment for the amount of light used,
<br />will h~ve to be lef~ la~rgely to the Oity Electrician, who is thoroughly competent in
<br />vising along this line. The new pls~u provides for no contract, c~rries with it the ex-
<br />tension of the whiteway to the Belt Line, ~t praoticaily the ss~e cost, and the m~inte-
<br /> nance is taken o~re of by the Virginia Electric & Power Oomp~ny~ This puts the plan
<br />back on the s~me b~sis ~s when first introduced by me and in no way connects it with
<br />the other street lightings'
