<br />concrete poles, located on High Street betweenChestnut Street-and~$ixth Ave?ue, and on Mid-
<br />dle Street be~een South ~and Queen Streets, and all the fifty six (~6) five (5) light cluster
<br />bracket fixtures installea on the Company'~ iron trolley poles on Hzgh~treet between Water
<br />and Chestnut Streets, in said City of Portsmouth; the location of same being shown on the
<br />map hereto attached, marked "Exhibit An and made a part hereof.

<br />1. GENERAL PLAN.

<br /> A third point is traffic safety - the street is heavily traveled at all hours.

<br /> The present lighting system needs rebuilding and remodelling to bring it up to
<br />modern stands~ds.' We have accordzngly ~ons~de~ea this.problem as a complete replacement -
<br />an entirely new installation,' We have predicated this on the purchase by the Power Com-
<br />pany of the present city-owned e~.uipment, and the operation, mainten~ce and ownership of
<br />the new system by the Company;

<br /> Since favorable appearance of the eqnipment as well as serviceability and
<br />strength are par~nount, we propose to replace t~e present iron poles with ornamental "Union
<br />Metal" distribution ool~s~ To further lessen the ntnnber of wires on High Street, we pro-
<br />pose to change from ~eries to multiple oper?tion .of circuits, as is now being done in many
<br />large cities. We propose to use as~ a lightzng u~zt one selected not only for efficiency,
<br />but also for beauty, as zllus~rate~ in this rsport~

<br /> ~ul~iple. operation means that the various units are on different transformers,
<br />which helps to make outages of circuits less likety~ The s~orter life of multiple lamps
<br />helps keep the system up to initial efficiency at all times~

<br /> In classifying Hzon Street, the primary business section lies between ~ater
<br />Stree~ and Elm Avenue. Ih this section are nearly all the business establishments, hence
<br />pedestrian t~affio is high, and uniform illt~nination of side-walks and ~treet is necessary.
<br />~e recommend, therefore, that lighting .tt~..its~ be placed on every pole on~ both sides of the
<br />street and that the units 'be provided with 5qOO-lumen, 300 watt Mazda l~mps. A ~stal num-~
<br />be= of e~igh~y-four (8~) units would be ~equired, twenty-four (24) to burn all night and
<br />sixty (o0) to ~e 'turned off at midnight.~
