But since th~bUl~ o~ tnis'trazzic isvehicular, <br />and with lights of sufficient intensity silhOn&tte ezzect of objects~ in shadow is as ef- <br />fective as direct light on objects in the light, we recommend that lights be alternated <br />on each si~e of~the street.~but that ?200~lumen -[~00 watt lamps~be use~ in this section; <br />There woula be thirty-tWo~D2) ~its in this section fo'~trteen (l~) to burn all night, and <br />eighteen (18) to be turned off at midnight~~ <br /> <br /> The traffic area, however, continues past Sixth Avenue to the Belt Line, and <br />the same treatment should be continued, i.e, alternating units on each side of the street <br />This would require thirteen (13) u~its, five (5) all-night and eight (8) midnight. These <br />would aisc be y2OO-l~men, ~00 watt;~ <br /> <br /> The installation of this system as p!ammed would give a distinctive, effi- <br />cient, adequate white way, with a continuous line of the same type of units on both sides <br />of the strget. <br /> <br />II. INSTALLATION <br /> <br />First: The Virginia Electric and Power Gomp~uy offers to purchase from the Gity of <br />P~rtsmouth, all the fifty-six (56) five-light cluster bracket fixtures now installed on <br />High Street between Water and Ohestnut Streets; and the one hundred and four (104) orna- <br />mental bracket fixtures now installed on High Street between Ohestnut Street and Sixth <br />Avenue; and the twenty-three (23) ornamental bracket fixtures on Middle Street between <br />~outh and Queen Streets; together with the switches, transformers insulators and lines <br />supplying the latter two groups for the sum of three thousand two hm~dred fifty-nine <br />dollars ........ $3,~5~;~00. <br />~eco~d: The Power ~ompany proposes to completely remodel and rebuild-and extend the <br />system on High Street from ~Yater-Street to the Belt Line Railroad as ~ollows: <br /> <br />A. Water to Ohestnut Street. <br /> <br /> The ~ompany will replace the present 56~iron trolley poles in this area <br />with fluted steel ornamental "Union Metal" distribution poles, as shown on blueprint "A~ <br />attached, on which will be placed a decorative bracket with a single unit lighting fix- <br />ture (General Electric Form 13, or equal). Tte electrical eharacteristerios of this <br />section will be changed from a seriesto a ~ltiple system, and it is proposed to in- <br />stall 5400-lumen, 300 watt leaps in each of these units. <br /> <br />B. Ghestnut to Elm Avenue. <br /> <br />The company will replace the glassware and tops on each of the Dresent <br />brao~e~s with the same size and type of lighting fixture as used in section A (General <br />-Electric Form 13, or e~ual). ~ne electrical characteristics of this section will be <br /> changed from a series ~o a multiple system, and it is prop~ ed to install 5400-1~men, <br /> 300 vatt lamps in each of these units. ' <br /> <br />Elm Avenue to Sixth Avenue. <br /> <br /> The ~ompany will replace the glassware and tops on alternate present brack- <br />ets ~ith the same size and type of lighting fixt~mre as used in sections A and B, and re-- <br />moving the other brackets and fixtures not so changed; The electrical characteristics of <br />this section will be changed from a series to a multiple system, and it is proposed to in- <br />stall y~O0-1umen, 400 watt lamps in each of these units. <br /> <br />Sixth Avenue to Belt Line. <br /> <br /> ~ne company will install brackets and fixtures of the same size and type <br />as proposed for sections B and 0 on alternate poles on both sides of High Street. This <br />section will also be a multiple system, and it 'is proposed to install ?200-lumen,400 watt <br />lamps~in each of these u~its;~ <br /> <br />E. Middle Street (~aeen to Sou~h Streets) <br /> <br /> The company will replace the glassware and tops of the present units with <br />glassware of the same size and type as to be used~on High Street. It is proposed to in- <br />stall 4000 lumen (400 O.P.) series incandescent lamps in each of these units. <br /> <br />F; Oourt Street (High to Queen Streets) <br /> <br /> The company will replace the glassware on the six (6) present whiteway <br />units to match the new High Street system. It is proposed to install one more unit at <br />the northwest corner of High and Oo'~t Streets, replacing the present bracket and radial <br />reflector, installing a "Union Metal~ pole in place of the present wood pole;: It is fur- <br />ther proposed to change the electrical characteristics of these units from series to mul- <br />tiple operation and install 5400 lumen, 300 watt lamps in each of these units. <br /> <br />Third: The Power Oomoany will remove and discontinue all of the mast-arm fixtures <br />pr~'~ent all-night lights) in the whiteway a~ea, to keep a uniform lighting scheme. <br /> <br />III. OPERATION. <br /> <br /> Since it is highly necessary that adequate tighti~g~be provided at all in~ <br />terse6tions at all hours of the night, and that enough light be provided between inter- <br /> <br /> <br />
