301 <br /> November 14, 1995 <br /> <br /> I concur ath:[~the .D~rector~ of Publac Works and recommend <br />your approval a.m6~ion to award a contract to <br /> Miller- Stephenson <br />and Associates as for design work." <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Clemons, to <br />award the contract for the design of Phase IV of the <br />Brighton/South Portsmouth improvements to Miller-Stephenson and <br />Associates, and was adopted by the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Rohinett, Webb <br />Nays: None <br /> <br />95-505 - Letter from the City Manager recommending adoption of a <br />motion for approval to exceed the 25% limit on change orders for <br />the contract with Hayes, Seay, Mattern and Mattern for air <br />quality design work and remedial measures at Churchland High <br />School. <br /> <br /> "In May of 1995 you approved award of a contract for an <br />indoor air quality investigation of Churchland High School to <br />Hayes, Seay, Mattern and Mattern, who was selected through the <br />public procurement process to perform mechanical engineering <br />work for various City projects. <br /> <br /> The investigation has revealed that some ~emedial action as <br />required. Now that the initial assessment phase is nearing <br />completion, it is necessary to authorize further work to provide <br />preliminary designs of varying costs and to evaluate the <br />probable effectiveness of each option, and to complete design o~ <br />the option selected. <br /> <br /> The Director of Public Works requests approval to exceed <br />the 25% limit on change orders with Hayes, Seay, Mattern and <br />Mattern. Funds remain from prior appropriations to complete the <br />work. I concur with the Director of Public Works and recommend <br />approval of this item." <br /> <br /> Motion by Mr. Griffin, and seconded by Mr. Pitts, to exceed <br />the 25% limit on change orders for the con=tact with Hayes, <br />Seay, Mattern and Mattern for air quality design work and <br />remedial measures at Churchland Hi~gh School, and was adopted by <br />the following vote: <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-506 - Letter from the City Manager recommending adoption of a <br />motion to transfer $339,464 from the Grants Contingency Account <br />to provide school tuition, foster care and other support <br />services for at-risk youth and their families under the <br />Comprehensive Services Act (CSA). <br /> <br /> "The Community Policy and Management Team (CPMT) which <br />oversees the implementation of the Comprehensive Services Act <br />(CSA) for At-Risk Youth and Families made an application for <br />$339,464 from the State Executive Council for Comprehensive <br />Services for Youth and Families for transitional funding and <br />supplemental funding toward Fiscal Year 1995 services. <br /> <br /> <br />
