By approving this resolution, the City does not co~it to any future funding or participation in future Projects. I recommend your approval of the attached reSolutiOn endorsing the reconnaissance study, by the COrps of Engineers.~, Motion by Mr. Clemons, and seconded by Mr. Robinett, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION EXPRESSING SUPPORTFOR A PROPOSED RECONNAISSANCE STUDY BY THE CORPS OF ENGINEERS OF ENVIRONMENTAL CONDITIONS IN THE ELIZABETH RIVER. WHEREAS, the Corps of Engineers has proposed to fund and the Commonwealth of Virginia has endorsed Phase One of a reconnaissance study of the environmental conditions in the Elizabeth River; and WHEREAS, the proposed study will focus on the identification of environmental and other interrelated activities needed to improve the condition of the Elizabeth River; and WHEREAS, the Elizabeth River is an important economic and recreational asset, not just to the City of Portsmouth, but to the entire Hampton Roads region. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, hereby expresses its strong support for the goals of the proposed study and for Phase One, in particular. BE IT FURTHER RESOLVED that the City Clerk is hereby directed to forward copies of this Resolution to the Corps of Engineers and to the Secretary of Natural Resources for the Commonwealth of Virginia." Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb Nays: None 95-504 - Letter from the City Manager recommending adoption of a motion to award a contract to Miller-Stephenson and Associates for improvements to the Brighton/South Portsmouth "The 1994-99 Capital Improvement Plan includes funds for ongoing improvements to the Brighton/South Portsmouth area. The City selected Miller-Stephenson and Associates through the public procurement process to perform design work for this project. The design funds for Phase IV (see attached map) need be appropriated at this time in order to proceed with the design of this project. The Director of Public Works recommends that a contract be awarded to Miller-Stephenson and Associates in the ~unount of $48,240. Sufficient funds remain from previous appropriations to complete this design work. Funds for the construction phase will not be requested until after the project has been advertised for bids.
