This study would <br />recommend specific plans to improve the river. By approving <br />this resolution, the City does not co~it to any future funding <br />or participation in future Projects. <br /> <br /> I recommend your approval of the attached reSolutiOn <br /> endorsing the reconnaissance study, by the COrps of Engineers.~, <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Robinett, to <br /> adopt the following resolution, and was adopted by the <br /> following vote: <br /> <br /> "A RESOLUTION EXPRESSING SUPPORTFOR A PROPOSED <br /> RECONNAISSANCE STUDY BY THE CORPS OF ENGINEERS OF ENVIRONMENTAL <br /> CONDITIONS IN THE ELIZABETH RIVER. <br /> <br /> WHEREAS, the Corps of Engineers has proposed to fund and <br />the Commonwealth of Virginia has endorsed Phase One of a <br />reconnaissance study of the environmental conditions in the <br />Elizabeth River; and <br /> <br /> WHEREAS, the proposed study will focus on the <br />identification of environmental and other interrelated <br />activities needed to improve the condition of the Elizabeth <br />River; and <br /> <br /> WHEREAS, the Elizabeth River is an important economic and <br />recreational asset, not just to the City of Portsmouth, but to <br />the entire Hampton Roads region. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia, hereby expresses its strong <br />support for the goals of the proposed study and for Phase One, <br />in particular. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk is hereby <br />directed to forward copies of this Resolution to the Corps of <br />Engineers and to the Secretary of Natural Resources for the <br />Commonwealth of Virginia." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br />95-504 - Letter from the City Manager recommending adoption of <br />a motion to award a contract to Miller-Stephenson and <br />Associates for improvements to the Brighton/South Portsmouth <br /> <br /> "The 1994-99 Capital Improvement Plan includes funds for <br />ongoing improvements to the Brighton/South Portsmouth area. <br />The City selected Miller-Stephenson and Associates through the <br />public procurement process to perform design work for this <br />project. The design funds for Phase IV (see attached map) need <br />be appropriated at this time in order to proceed with the <br />design of this project. <br /> <br /> The Director of Public Works recommends that a contract be <br /> awarded to Miller-Stephenson and Associates in the ~unount of <br /> $48,240. Sufficient funds remain from previous appropriations <br />to complete this design work. Funds for the construction phase <br /> will not be requested until after the project has been <br /> advertised for bids. <br /> <br /> <br />
