The current section refers to Section 22-792(e) for
prescribed towing and storage fees for vehicles towed as a
result of having three (3) outstanding parking violation
notices. It also refers to Section 22-792 (i) for the public
sale of such vehicIes if the prescribed costs and fees are not
paid. However, Section 22-792 is listed as a "Reserved"
section in the City Code.

I recommend City Council's adoption of the amended
ordinance which will correct these errors by substituting
Section 22-805[a) for Section 22-792(c) and Section 22-806(a)
for Section 22-792(i)."

Motion by Mr. Clemons, and seconded by Mr. Martin, to
adopt the following ordinance, and was adopted by the following
vote:

"AN ORDINANCE TO AMEND CHAPTER 22 OF THE CODE OF THE CITY
OF PORTSMOUTH, (1988) BY AMENDING SECTION 22-586 THEREOF,
PERTAINING TO THE REMOVAL OF VEHICLES FOR OUTSTANDING PARKING
VIOLATIONS."

Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb
Nays: None

95-502 Letter from City Manager reco~L=L~ending adoption of a
resolution to provide the Acting City Manager with authority to
release easements and development agreements necessary to
complete the Kings Crossing Project.

"Activity at the Kings Crossing project is currently under
way. The developer has requested that the City convey a
portion of Parcel 61F for use in the project. Because of
previous development agreements, however, the Portsmouth
Redevelopment and Housing Authority (PP~HA) deems it appropriate
to release all previous development agreements and all
easements now affecting the project and encumber the property
with new easements necessary for-the completion of the project.
The new easements will be for drainage and stormwater run-off
from the development, easements for the construction of the
inlet, a pedestrian walkway, and maintenance of appurtenances
to the Naval Museum which encroach on the development parcel.

I, therefore, recommend the adoption of a resolution
authorizing the Acting City Manager to execute such documents
as may be necessary for the completion of the Kings Crossing
Project, as he deems appropriate and in the best interest of
the City."
