297 <br /> November 14, 1995 <br /> <br /> Motion by Mr. ,Pitts,, and seconded by Mr. Robinett, to adopt <br />the following res6~ution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION APPROVING THE 1996 ACTION PLAN AND THE <br />CITIZEN PARTICIPATION PLAN OF THE CITY OF PORTSMOUTH, VIRGINIA~ <br />AND AUTHORIZING THE CITY MANAGER TO FILE DOCUMENTS REQUIRED TO <br />OBTAIN THE CITY'S 1996 COMMUNITY PLANNING AND DEVELOPMENT GRANT <br />ENTITLEMENT. <br /> <br /> WHEREAS, pursuant to the Housing and Co~unity Development <br />Act of 1974, as amended (Act), and the Cranston - Gonzalez <br />National Affordable Housing Act of 1992, as amended, (Act) <br />financial assistance is provided to enable localities to provide <br />decent housing, establish and maintain a suitable living <br />environment, and expand economic opportunities for iow to <br />moderate income residents; and <br /> <br /> WHEREAS, each of the three community planning and <br />development programs (Community Development Block Grant, HOME, <br />and the Emergency Shelter Grant) shall be operated on a single <br />consolidated progr~un year; and <br /> <br /> WHEREAS, the required public hearing has been held and the <br />City Council has reviewed the Proposed Citizen Participation <br />Plan and the 1996 Action Plan's Statement of Objectives, and Use <br />of funds; and <br /> <br /> WHEREAS, it is necessary that this Council take official <br />action regarding the 1996 Action Plan (Plan) and the Citizen <br />Participation Plan to comply with the regulations of the <br />aforementioned Acts; and <br /> <br /> WHEREAS, this Council is aware of the federal regulations <br />governing the undertaking and carrying out of activities under <br />the Consolidated Plan Program; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to <br />direct that safeguards be established to protect employees from <br />using their position for a purpose that gives the appearance of <br />being motivated by a desire for private gain for themselves or <br />others, partacularly those with ~om they have family, business <br />or other ties; and <br /> <br /> WHEREAS, this Council has found said 1996 Action Plan's <br />Proposed Statement of Objectives and Use of Funds and Citizen <br />Participation Plan appropriate to meet the needs of the City <br />and, therefore, acceptable. <br /> <br /> NOW THEREFORE, BE IT RESOLVED by the Council of the City o3 <br />Portsmouth, Virginia that the 1996 Action Plan's Proposed <br />Statement of Objectives and Use of Funds and the Citizen <br />Participation Plan having been reviewed and considered, be and <br />hereby are, approved in all respects and the City Manager is <br />hereby authorized to file the Final Statement of Objectives and <br />Use of Funds and any additional information as may be required <br />with the Department of Housing and Urban Development in order to <br />obtain funding for the Program. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is designated <br />as the certifying officer and authorized representative of the <br />City of Portsmouth and shall provide assurances as required of <br />the locality by the Act for the approval of the Program." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Pitts, Robinett, Webb <br />Nays: None <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Clemons, to adopt <br />the following resolution, and was adopted by the following vote: <br /> <br /> <br />
