<br />1. That regarding~Amendment No~ 5, it is hereby found:
<br />
<br /> a) That the objectives of the Effinghmm Project,
<br />Portsmouth, Virginia, can be better achieved by the adoption
<br />said Amendment to the Plan.
<br />
<br />of
<br />
<br /> b) That Amendment No. 5 meets the requirements of a plan
<br />for a conservatiOn and ~edevelopment project pursuant to
<br />Chapter I of Title 36 of the Code of Virginia, 1950, as
<br />amended.
<br />
<br /> 2. That Amendment No. 5, having beenduly reviewed and
<br />considered, is hereby approved and adopted, and the City Clerk
<br />is hereby directed to file a copy of said'Amendment with the
<br />minutes of this meeting."

<br /> Motion by Mr. Clemons, and seconded by Mr. Martin,
<br />adopt the following resolution, and was adopted by the
<br />following vote:

<br /> "A RESOLUTION APPROVING AMENDMENT NO. 7 TO THE PARK VIEW
<br />CONSERVATION AND REDEVELOPMENT PLAN FOR THE PARK VIEW
<br />CONSERVATION AND REDEVELOPMENT PROJECT.
<br />
<br /> WHEREAS, this Council by resolution adopted June 25, 1968,
<br />approved a Conservation and Redevelopment Plan for the Park
<br />View Conservation and Redevelopment Project, Portsmouth,
<br />Virginia (Plan); and
<br />
<br /> WHEREAS,
<br />consideration
<br />project area;
<br />
<br />there has been presented to this body for
<br />and approval, a copy of an amended Plan for the
<br />and
<br />
<br /> WHEREAS, Amendment No. 7 proposes to designate additional
<br />properties as "To Be Acquired"; and
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that
<br />are imposed by the provisions of the Housing and Community
<br />Development Act of 1974, as ~unended, including those
<br />prohibiting discrimination because of race, age, color,
<br />religion, familial status, handicap, sex or national origin;
<br />and
<br />
<br /> WHEREAS, in the judgment of this Council, it is in the
<br />interest of the City and its inhabitants that the said
<br />Amendment be approved.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City
<br />of Portsmouth, Virginia:
<br />
<br /> 1. That regarding Amendment No. 7 to the Conservation and
<br />Redevelopment Project, it is hereby found:
<br />
<br /> a) That the objectives of the Park View Conservation and
<br />Redevelopment Project, Portsmouth, Virginia, can be better
<br />achieved by the adoption of said Amendment to the Plan.

<br /> b) That Amendment No. 7 meets the requirements of a plan
<br />for a conservation and redevelopment project pursuant to
<br />Chapter i of Title 36 of the Code of Virginia, 1950, as
<br />amended.

<br /> 2. That Amendment No. 7 to the Park View Conservation and
<br />Redevelopment Plan for the Park View Conservation and
<br />Redevelopment Project, having been duly reviewed and
<br />considered, is hereby approved and adopted, and the City Clerk
<br />is hereby directed to file a copy of said Amendment with the
<br />minutes of this meeting~"
