Our 6ity is oper- <br />ating on an ex, rome minimum b~sis to render near the amount of service reouired'or expected <br />by our citizens. It should be remembered that a city government service c~n n~t as a whole <br />be compared with a private business, because a municipality exists for service only, while <br />a business organization exists essentially for profit. In times of depression a private <br />business executive can decrease his purchases on maZerials or other services to meet ex- <br />penses until it may be carried~ to a point of 6omplete cessation of operations. A munic~oal- <br />ity, however, is perpetual and it is essential that certain services be rendered. Therefore <br />I feel that at this time rather than further cut the services rendered, whiah have previous- <br />ly been D~ssed on by both the~Oouhcil and myself, a reduction in salaries is in'order for <br />the reason that in the middle of this year we should safeguard as far as possible a de£ioit., <br /> <br /> Motion of Mr. Mayo to lay same on table until next meeting was adopted. <br /> <br /> Further motion of M~r. I have tried to adjust this matter without brin~in~ it to you~ at- <br />tention and · have even gone so far as ~o ~a~e same up with Judge O~thriell the present <br />Justice of said 0curt but the relief was only temporary. <br /> The matter in disoute is the lack of cooperation and service on the part of <br />your present Olerk o~ said co,rt. My complaint is not the only one as there are othe~ <br />firms in Norfolka s well as Portsmouth who will bea~ me out in the statement which I will <br />make and if necessary I shall be plemsed to furnish the names of several of them. <br /> I had occasion to ce~l the Olerk on the 'phone this afternoon asking her to <br />kindly have a certain execution issued and to have same ready by Thursday at which time I <br />would send my representative over there to get the execution and ~y for it. She answered <br />that she did not think she could have it ready by then. The same trouble has been exper- <br />ienced in the past. It is sometimes necessary to secure an execution on short notice in <br />order to enforce collection of the judgment. When this arises it becomes necessary to se- <br />cure the execution and act on it imme~iately. If the Oterk refuses to issue the execution <br />and will do so only at her convenience, the creditor then may lose the ~ight to enforce <br />payment of said judgment. <br /> Oertainly the Olerk of a Oou=t of record h~s more work to do than the Olerk of <br />the Civil Ooo~t and when a certain execution is needed or any other paper is desLred, you <br />can get same in a very few minutes without h~ving to wait two or three days or maybe a week <br />for it as the Olerk Of the Oivil Oourt wants us to do.
