<br /> The following comm~uications from the City Manager were read:

<br /> 1st - ,In regard to. the matter referred to me, as to the elimLuation of mos-
<br />quitoes in Pinners Point section, I am'attaching Dr. Roperls report on same"-
<br />
<br /> Dr. Roper's report - 'As the result of the survey made by engineers, of the
<br />United States Public Health Service this spring, the territory of the City of Portsmouth
<br />was found to be in excellent condition from a standpoint of potential mosquito breeding
<br />
<br /> There are two areas in the Pinners Psint section however, that are the
<br />source of considerable breeding, one of these is on property o,maed by the Southern Railroad,
<br />the other on property owned by the Atlantic Coast Line.
<br /> I have taken up the matter with Mr. Weaver and we are in hope that the con-
<br />ditions in this section can be overcome.
<br /> I might further add that all drainage ditches and areas that have in the past
<br />been a source of considerable breeding are fairly well under control, the result of routine
<br />work year by year.'

<br />On motion same was ordered filed.

<br /> 2nd - "Attached you will find correspondence relative to certain monies which
<br />were turned over to the City of portsmouth by Mrs. L. L. Thompson, fo.~mer C~erk of the
<br />Hus~ings Court, amounting t~ $1,032.?~, less Court Clerk's 5~ co~mitszon. This money was
<br />turned over by the Clerk on delinquent real estate state taxes assessed prior to the Segre-
<br />gation Act. After that there was a question of law involved and the Attorney General de-
<br />clared the city was not entitled to ~he money. At the last session of the Legislature, the
<br />Act was made legal. However, I have gone into the facts with Mr. E. R. Co~os, State Comp-
<br />troller, and received a special delivery letter tod~y, so that I could present the matter
<br />to your body this evening. (money actually received by City - $9Y9.12).
<br /> The ~ity Attorney is thoroughly familiar with the entire matter. Er.
<br />Combs in his letter to me states that the law reeuired that this money which was paid in er-
<br />ror at the time, should be paid into the State t~easury and the City. should authorize check
<br />to be drawn for the amo~ont payable to the Treas~er of Virginia. I recommend that this be
<br />done so that the matter may be closed, and as I understand it, the money will be returned to
<br />us under a new Act. I had hoped that this would not be necessary and thoroughly explained
<br />the matter as stated above to Mr. Combs, but evidently he feels it sho~old be handled as out-
<br />lined."

<br />city employees, with exception of street employees and other employees receiving like ~mount
