3'I0', <br /> <br />November 28~ ~995 <br /> <br /> "At your Septembe~ 11, a suggestion was made <br />to revise the City Code Municipal Finance <br />Commission to broaden the scope of the composition from which <br />members of the Commission may be chosen. <br /> <br /> The staff has reviewed the Code and offers a <br />recommendation to revise Section 12-143 which states nine <br />members are appointed of which "at least three (3) shall be <br />members of the banking profession." It is recommended that <br />this section be revised to read "at least three (3) shall be <br />members of the 'financial services profession.'" This change <br />will allow more flexibility in selecting qualified members for <br />the Commission. <br /> <br /> I, therefore, recommend your approval of the ordinance <br />revising Section 12-143 of the City Code." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Robinett, to <br />adopt the following ordinance, and was adopted by the following <br />vote: <br /> <br /> "AN ORDINANCE AMENDING CHAPTER 12'OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988), BY AMENDING SECTION 12-143 <br />THEREOF, PERTAINING TO MEMBERSHIP OF THE MUNICIPAL FINANCE <br />COMMISSION." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Robinett, Webb <br />Nays: None <br /> <br />95-525 Letter from the City Manager recommending adoption of <br />an ordinance to s/nend Section 12-42 of the City Code with <br />respect to the write-off of uncollectible taxes and <br />receivables. <br /> "Deputy City Manager Johnna Whitaker is requesting a <br />change be made to Section 12-64 of the City Code pertaining to <br />the write off of uncollectible taxes and receivables. <br />Currently accounts which are less than three hundred dollars <br />($300) may be written off. The requested change will also <br />provide that sums which have been owed for more than three <br />years also be directly written off. This proposed revision <br />will enable the Finance Department to handle the accounting for <br />these uncollectible accounts more expeditiously and to provide <br />more accurate financial information. <br /> <br /> I concur with their recommendation and request your <br />approval of the ordinance revising Section 12-64 of the City <br />Code." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Hawks, to <br />adopt the following ordinance, and was adopted by the following <br />vote: <br /> <br /> "AN ORDINANCE TO AMEND CHAPTER 12 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA (1988) BY AMENDING SECTION 12-64(B) (4), <br />THEREOF PERTAINING TO THE POWER OF DEPUTY CITY MANAGER FOR <br />FINANCE TO WRITE OFF CERTAIN UNCOLLECTIBLE TAXES AND <br />RECEIVABLES." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Robinett, Webb <br />Nays: None <br /> <br />95-526 - Letter from the City Manager recommending adoption of <br />a resolution requesting the Virginia General Assembly to amend <br />the City of Portsmouth's Charter to permit the School Board to <br />be elected by the public. <br /> <br /> <br />
