..... - 311 November 28, 1995 "At your~mee~ing 6n October 24, 1995, you approved a resolution selecting the at-large method of electing the Portsmouth School Board and authorized the City Attorney to submit the plan to the United States Department of Justice for preclearance under the Voting Rights Act. In order for the election to be held next May, it is also necessary to request the Virginia General Assembly to amend the City's Charter, since the current Charter provides that the School Board shall be appointed by the City Council. I recommend that you adopt a resolution directing the City Attorney to prepare and transmit to the General Assembly a draft of a bill amending the City Charter which would permit the election to be held next May." Motion by Mr. Martin, and adopt the following resolution, vote: seconded by Mr. Robinett, to and was adopted by the following "A RESOLUTION REQUESTING THE GENERAL ASSEMBLY OF VIRGINIA TO AMEND THE PORTSMOUTH CITY CHARTER TO PROVIDE FOR ELECTION OF SCHOOL BOARD MEMBERS AT LARGE. WHEREAS the Council of the City of Portsmouth, Virginia, did at its October 24, 1995, meeting approve a resolution calling for at-large election of members of the Portsmouth School Board and requesting preclearance of this change from the United States Department of Justice; and WHEREAS it is also necessary for the General Assembly of Virginia to amend the City Charter an order for this change to be effected; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Attorney is directed to draft a bill so amending the City Charter and to transmit it forthwith to the members of the Portsmouth delegation to the General Assembly for timely submission to the Virginia Division of Legislative Services." Ayes: Hawks, Martin, Robinett, Webb Nays: Clemons, Griffin 95-527 Letter from the City Manager recommending adoption of a resolution to expedite the issuance of the City's general obligation bonds, it is necessary to consolidate the four outstanding bond resolutions and combine them into one. "In order to expedite the issuance of the City's general obligation bonds, it is necessary to consolidate the four outstanding bond resolutions and combine them into one resolution. Please find attached the advertisement which was published on the proposed action. The attached resolution combines the previously approved general obligation public improvement bonds authorized in November 1992 for $10 milllon; November 1993 for $11.2 million; February 1995 for $7.375 million and the resolution authorized by the City Council in August 1995 for $23.75 million. By combining these resolutions into one, the total outstanding bonds authorized, but not as yet issued, will amount to $52.325 million. The resolution also cancels the individual bond resolutions, thereby maintaining the total amount of bonds authorized the same as it is currently. There are no new bonds being authorized by this resolution.
