..... - 311 <br /> November 28, 1995 <br /> <br /> "At your~mee~ing 6n October 24, 1995, you approved a <br />resolution selecting the at-large method of electing the <br />Portsmouth School Board and authorized the City Attorney to <br />submit the plan to the United States Department of Justice for <br />preclearance under the Voting Rights Act. In order for the <br />election to be held next May, it is also necessary to request <br />the Virginia General Assembly to amend the City's Charter, since <br />the current Charter provides that the School Board shall be <br />appointed by the City Council. <br /> <br /> I recommend that you adopt a resolution directing the City <br />Attorney to prepare and transmit to the General Assembly a draft <br />of a bill amending the City Charter which would permit the <br />election to be held next May." <br /> <br /> Motion by Mr. Martin, and <br />adopt the following resolution, <br />vote: <br /> <br />seconded by Mr. Robinett, to <br />and was adopted by the following <br /> <br /> "A RESOLUTION REQUESTING THE GENERAL ASSEMBLY OF VIRGINIA <br />TO AMEND THE PORTSMOUTH CITY CHARTER TO PROVIDE FOR ELECTION OF <br />SCHOOL BOARD MEMBERS AT LARGE. <br /> <br /> WHEREAS the Council of the City of Portsmouth, Virginia, <br />did at its October 24, 1995, meeting approve a resolution <br />calling for at-large election of members of the Portsmouth <br />School Board and requesting preclearance of this change from the <br />United States Department of Justice; and <br /> <br /> WHEREAS it is also necessary for the General Assembly of <br />Virginia to amend the City Charter an order for this change to <br />be effected; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the City Attorney is directed to <br />draft a bill so amending the City Charter and to transmit it <br />forthwith to the members of the Portsmouth delegation to the <br />General Assembly for timely submission to the Virginia Division <br />of Legislative Services." <br /> <br />Ayes: Hawks, Martin, Robinett, Webb <br />Nays: Clemons, Griffin <br /> <br />95-527 Letter from the City Manager recommending adoption of a <br />resolution to expedite the issuance of the City's general <br />obligation bonds, it is necessary to consolidate the four <br />outstanding bond resolutions and combine them into one. <br /> <br /> "In order to expedite the issuance of the City's general <br />obligation bonds, it is necessary to consolidate the four <br />outstanding bond resolutions and combine them into one <br />resolution. Please find attached the advertisement which was <br />published on the proposed action. <br /> <br /> The attached resolution combines the previously approved <br />general obligation public improvement bonds authorized in <br />November 1992 for $10 milllon; November 1993 for $11.2 million; <br />February 1995 for $7.375 million and the resolution authorized <br />by the City Council in August 1995 for $23.75 million. By <br />combining these resolutions into one, the total outstanding <br />bonds authorized, but not as yet issued, will amount to $52.325 <br />million. The resolution also cancels the individual bond <br />resolutions, thereby maintaining the total amount of bonds <br />authorized the same as it is currently. There are no new bonds <br />being authorized by this resolution. <br /> <br /> <br />
