3.15 <br /> <br /> November 28, 1995 <br /> <br /> Therefore, ln~accordance with the requirements for <br />implementation, I~ecommend that you adopt a resolution to <br />authorize the City'Manager to execute the certificate of <br />compliance expressing the City of Portsmouth's intent to comply <br />with the Act." <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Hawks, to adopt <br />the following resolution, and was adopted by the following vote= <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A <br />CERTIFICATE OF COMPLIANCE CONCERNING THE VIRGINIA JUVENILE <br />COMMUNITY CRIME CONTROL ACT. <br /> <br /> WHEREAS, the 1995 Session of the General Assembly has <br />enacted legislation entitled "the Virginia Juvenile Community <br />Crime Control Act" ("the Act"); and <br /> <br /> WHEREAS, state funds are available to localities under the <br />Act, but only upon development of a plan to address a range of <br />programs, services and sanctions for youth involved in the <br />juvenile justice system; and <br /> <br /> WHEREAS, Portsmouth has developed such a plan, which has <br />been approved by the Portsmouth Interagency Network judges of <br />the Juvenile and Domestic Relations District Court and the <br />Director of Juvenile Court Services; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia, that the City Manager is authorized to <br />execute and deliver to the appropriate official of the <br />Commonwealth of Virginia, on behalf of the City, the attached <br />certificate of intent to comply with all of the requirements for <br />such state funding." <br /> <br />Ayes: Clemons, Griffin, Hawks, Martin, Robinett, Webb <br />Nays: None <br /> <br />95-529 : Letter f~o~ the City Manager recommending adopt%on o~ a <br />resolution authorizing the City of Portsmouth's 1996 Legislative <br />Proposals to be presented to the Portsmouth Delegation for <br />action in the 1996 General Assembty session. <br /> <br /> "Attached for your consideration is the final draft of the <br />City's 1996 Legislative Proposals. As you will note, some items <br />have been added as requested by City Council. These items <br />include the Charter Change for Elected School Boards and <br />education issues. <br /> <br /> I, therefore, recommend your approval of the 1996 <br />Legislative Proposals." <br /> <br /> Motion by Mr. Hawks, and seconded by Mr. Martin, to adopt <br />the following resolution, and was adopted by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 1996 <br />LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH <br />DELEGATION AND THE MEMBERS OF TEE VIRGINIA GENERAL ASSEMBLY. <br /> <br /> WHEREAS, the Virginia General Assembly deals with a broad <br />range of issues that affect local governments both directly and <br />indirectly~ and <br /> <br /> WHERE%S, the City of Portsmouth has certain concerns which <br />deal with b~th local governments and Portsmouth specifically; <br />and <br /> <br /> ~{EREAS, these concerns and issues need to be made known <br />to Portsmouth's General Assembly Delegation so that they may be <br />transmitted for consideration by the Legislature. <br /> <br /> <br />
