3.15 November 28, 1995 Therefore, ln~accordance with the requirements for implementation, I~ecommend that you adopt a resolution to authorize the City'Manager to execute the certificate of compliance expressing the City of Portsmouth's intent to comply with the Act." Motion by Mr. Robinett, and seconded by Mr. Hawks, to adopt the following resolution, and was adopted by the following vote= "A RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A CERTIFICATE OF COMPLIANCE CONCERNING THE VIRGINIA JUVENILE COMMUNITY CRIME CONTROL ACT. WHEREAS, the 1995 Session of the General Assembly has enacted legislation entitled "the Virginia Juvenile Community Crime Control Act" ("the Act"); and WHEREAS, state funds are available to localities under the Act, but only upon development of a plan to address a range of programs, services and sanctions for youth involved in the juvenile justice system; and WHEREAS, Portsmouth has developed such a plan, which has been approved by the Portsmouth Interagency Network judges of the Juvenile and Domestic Relations District Court and the Director of Juvenile Court Services; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that the City Manager is authorized to execute and deliver to the appropriate official of the Commonwealth of Virginia, on behalf of the City, the attached certificate of intent to comply with all of the requirements for such state funding." Ayes: Clemons, Griffin, Hawks, Martin, Robinett, Webb Nays: None 95-529 : Letter f~o~ the City Manager recommending adopt%on o~ a resolution authorizing the City of Portsmouth's 1996 Legislative Proposals to be presented to the Portsmouth Delegation for action in the 1996 General Assembty session. "Attached for your consideration is the final draft of the City's 1996 Legislative Proposals. As you will note, some items have been added as requested by City Council. These items include the Charter Change for Elected School Boards and education issues. I, therefore, recommend your approval of the 1996 Legislative Proposals." Motion by Mr. Hawks, and seconded by Mr. Martin, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION AUTHORIZING THE CITY OF PORTSMOUTH'S 1996 LEGISLATIVE PROPOSALS TO BE PRESENTED TO THE PORTSMOUTH DELEGATION AND THE MEMBERS OF TEE VIRGINIA GENERAL ASSEMBLY. WHEREAS, the Virginia General Assembly deals with a broad range of issues that affect local governments both directly and indirectly~ and WHERE%S, the City of Portsmouth has certain concerns which deal with b~th local governments and Portsmouth specifically; and ~{EREAS, these concerns and issues need to be made known to Portsmouth's General Assembly Delegation so that they may be transmitted for consideration by the Legislature.
