C. Norcom High School project. <br /> <br /> "In August of 1995, you approved award of a contract for <br />construction of the new I. C. Norcom High School. The Building <br />Code requires that certain elements of the concrete, steel and <br />masonry construction be inspected, tested or certified by an <br />independent testing firm. <br /> <br /> Proposals were accepted and interviews were conducted with <br />the top three candidates in accordance with the Virginia <br />Public Procurement Act. {See Attachment No. 1). The selection <br />panel selected Geo Design Consultants and negotiations were <br />conducted. This resulted in a scope of services and fee <br />structure that is acceptable to both the City and the testing <br />firm. <br /> <br /> The Director of Public Works recommends that a contract be <br />awarded to Geo Design Consultants in the amount of $85,000 for <br />these testing services. Funds for this expense were included <br />in the project budget, therefore, no appropriation is required. <br /> <br /> I concur with the Director of Public Works and recommend <br />your approval of a motion to award a contract to Geo Design <br />Consultants for inspection services." <br /> <br /> Motion by Mr. Clemons, and seconded by Mr. Griffin, to <br />award the contract to Geo Design Consultants in the amount of <br />$85,000 to perform special testing inspection services on the <br />new I. C. Norcom High School project, and was adopted by the <br />following vote: <br /> <br />Ayes: Clemons, Griffin, Martin, Robinett, Webb <br />Nays: Hawks <br /> <br />95-531 - Letter from the City Manager recommending adoption of <br />a motion authorizing the City Manager to sign a joint powers <br />agreement for the Disability Services Board. <br /> <br /> "State law requires every county and city to establish <br />either singly or in combination with another political <br />subdivision a local Disability Services Board. The purpose of <br />the Board is to provide input to State agencies on service <br />needs and priorities of persons with physical and sensory <br />disabilities. In addition, the Board provides information and <br />resource referrals to local governments regarding the Americans <br />With Disabilities Act and provides other assistance and advice <br />to local governments as may be requested. <br /> <br /> The City Council passed a resolution establishing a local <br />disability services board in conjunction with the cities of <br />Norfolk, Chesapeake~ Virginia Beach and Suffolk in 1993. Since <br />the establishment of this local disability services board <br />represents a cooperative effort with the above mentioned <br />cities, a joint powers agreement among the participating cities <br />is also necessary under State law. Therefore, a motion <br />authorizing the City Manager to sign this joint powers <br />agreement is necessary. A copy of this joint powers agreement <br />is attached for your review° <br /> <br /> <br />
