~November ~28, 1995 <br /> <br /> 5. The Bonds authorized hereby are in lieu of and in <br />substitution for the authorized and unissued general obligation <br />public improvement bonds heretofore authorized in resolutions <br />adopted by the Council (a} on November 10~ 1992 authorizing <br />$10,000,000 principal amount of General Obligation Public <br />Improvement Bonds of the City, (b) on November 9, 1993 <br />authorizing $11,200,000 principal amount of General Obligation <br />Public Improvement Bonds of the City, (c) on February 28, 1995 <br />authorizing $7,375,000 principal amount of General Obligation <br />Public Improvement Bonds of the City, and (d) on August 22, <br />1995 authorizing $23,750,000 principal amount of General <br />Obligation Public Improvement Bonds of theCity, and the <br />authorizations provided in such resolutions shall not'be or be <br />deemed to be in addition to the Bonds authgrized hereby, and <br />such resolutions are hereby rescinded and repealed; provided <br />that no provision of such resolutions adopted by the Council on <br />NOvember 10, 1992 and November 9, 1993 shall be rescinded or <br />repealed to the extent such rescission or repeal would impair <br />the authorization and security for the City's $7,000,000 <br />principal sanount of City of Portsmouth, Virginia, General <br />Obligation Public Improvement Bond Anticipation Notes, dated <br />March 3, 1995 and maturing January 15, 1996, or the City's <br />$5,000,000 principal amount of City of Portsmouth, Virginia, <br />General Obligation Public Improvement Bond Anticipation Notes, <br />dated June 28, 1995 and maturing January 15~ 1996. <br /> <br /> 6. The City Attorney of the City shall be and hereby is <br />directed to file a copy of this resolution, certified by the <br />City Clerk of the City to be a true copy thereof, with the <br />Circuit Court of the City of Portsmouth, Virginia, in <br />accordance with Section 15.1-227.9 of the Code of Virginia, <br />1950. <br /> <br /> 7. This resolution shall take effect from the date of its <br />adoption." <br /> <br />Ayes: Clemons~ Griffin, Martin, Robinett, Webb <br />Nays: Hawks <br /> <br />95-528 Letter from the City Manager recommending adoption of <br />a resolution authorizing the City Manager to execute the <br />certificate of compliance expressing the City of Portsmouth's <br />intent to comply with the Virginia Juvenile Community Crime <br />Control Act (VJCCCA). <br /> <br /> "The 1995 General Assembly Session adopted the Virginia <br />Juvenile Community Crime Control Act (VJCCCA). This Act <br />significantly changes the manner in which the Department of <br />Youth and F~mily Services will fund local programs for youth <br />who have come before the Juvenile and Domestic Relations <br />District Courts. <br /> <br /> As you were briefed in Public Work Session on November <br />20th, in order for funds to be received under the VJCCCA, <br />localities must develop a plan which addresses a range of <br />programs, services, and sanctions for youth involved in the <br />juvenile justice system. The City's plan has been developed <br />and approved by the Portsmouth Interagency Network, the <br />Juvenile Court Judges and the Director of Juvenile Court <br />Services. <br /> <br /> <br />
