Nays that we concum in the recommendation of the Gity Nanager was
adopt ed.

7th - ~ I submit herewith an ordinance regulating office he'mrs for city employes,
~he adoption of which I reconnnend. The form of the ordinance has been approved by Oity
Attorney Barclay.
The effect of this ordinance will be to lengthen th~ present office hours
one hour each day with the exception of Saturdays, and one-half hour on Saturdays. The
present hottrs are covered by ordinance which was adopted bn Septembe~ 25th, 191y, whic~
dinance makes no mention of the offices closing a~ l:O0 P.N. on Saturdays. However, this
hms been done for a number of years.'
On me,ion of M~r. Nays, the following ordinance was placed on its first reading~
"An Ordinance Reg~lating the office hours of city offices."

· The following letter f~om the Gity Attomu~ey was read, in c.onnection with
which an ordinance_ entitled, 'An Ordinance to Regulate the Operation of Vehicles on the
Public Streets a~d Highways of the ~ity of Portsmouth, to Govern and Protect Pedestrians
while using such streets and highw~ays, to provide penalties for the violation of this
dinance, and to repeal all ordinances or parts of ordinances in conflict with the provi-
sions thereof' was plased-on its first reading:
'I am submitting her~ewith a draft of an ordinance paralleling the State
Eot0r VehieleCode in so far as it relates to traffic on the streets of the city of Ports-
mouth, ~and repealing the existing traffic laws of the city. The State law provides for a
uniform traffic law in the State~ and many changes were made by the Legislatures of 1930
and 1932 which make certain provisions cZ cur present o~dinance inoperative. Hence~ Z h~ve
drawn a new ordinance consolidating all of our present ordinances and making it conform to
the State law. Section 23, relating to the exceptions to the right of way rule, and Sec-
tion 30, relating t~ ps, king, have provisions which are not in the State Gods. With pro-
bably two exceptions I confined these sections as near a~ possible~ to the present ordinance.
I think the ordinance should be adopted.,

Report o~ the Accounting Departmen~ for Octobe~ 2~th was received and
dered filed.

The ~ommissioner cf Revenue presmnted the following relief of taxes made
bY him:

1931.
F.
