October 2~th, 1~32. <br /> <br /> At a regular meeting of the Oity Oounci! held October 25th, at 8:00 P.M., <br />there were present: <br /> <br />Vernon A. Brooks, ~eslie T. Fox, W.R. Hutchins, Art~r Mayo, <br />S.B. Moore, J. Alden Oast, Archibald egg. <br /> <br />Also the Oity Manager. <br /> <br /> Minutes of regular meeting held October ltth were read and approved. <br /> <br /> The following comm~uications from the OityMan~ger were read: <br /> <br /> let - 'Mr. Ge~. W.Maupin, in paying his 1932 taxes through the pre-payment tax <br />plan, has overpaid his taxes $807.65. <br /> The Oity Collector advises that interest, has been paid to Mr. Maupin on <br />this ~mount for the month of October. It is my recommendation that the amount overpaid by <br />Mr. Maupin be refunded.~ <br /> <br /> ~ Motion of Mr. Brooks that the recommendation of the Git Manager be concurred <br />in,~ was adooted, and by the following vote: ~ Y <br /> Ayes - '~o6ks, Fox, Hutchins, Mayo, Moore, Oast, Ogg - 7- <br /> <br />Nays - None. <br /> <br /> 2nd - 'At. your meeting on January 27th, 1931, a letter addressed to the_Oity <br />Oouncil dated Jan. 26tn, 1931, from Mr. John A. Moore, Manager, Imperial Tobacco Company, <br />requesting relief from assessment by the Oommissioner of Revenue of $4,700. in 1930 against <br />She p=oper$y of the Imperial Tobacco Oompany, was referred to the Oity Manager and Oity At- <br />torney. The taxes under this assessment amount to $12~.55. <br /> Mr. Moore called on me a few days ago and stated that he would like to <br />have this question settled before hie company paid their taxes for the year 1932, amounting <br />to $5,332.50. Er. Moore further advised me that if this matter is settled, he would arrange <br />for his company to pay ~heir 1932 taxes by November 1st. <br /> I have discussed ~is with City AttorneT Barclay and also with Mr. Brin- <br />son and it is my recommendation that we relieve the Imperial Tobacco Oompany of the tax of <br />$12~.55 assessed against them in1930 for the renewal of additional floors in their ware- <br />houses. You hava previously relieved assessments cf $6,000. against this property for the <br />years 1928, 1929 and 1930.,~ <br /> <br /> Motion of Mr. Hutchins that the matter be referred back to the Oity Manager and <br />Oity AStorney, was adopted. <br /> <br /> 3rd - 'Ism attaching a letter from the Portsmouth Oonsolidated Oharities, Inc., <br />dated October 2~th, 1932, calling attention to the condition confronting welfare and relief <br />organizations <br /> in this city, and asking that ~ou request Governor John Garland Pollard to <br />apply to the Reconstruction ~inanoe 0orporatzon for a fund of $10,000.00 to be expended <br />between now and December 31st, 1932 for local relief. <br /> I ~m also attaching a lette~ ~om Governor Pollard d~ted Sept. 30th, ad- <br />~ressed to the members of the General Assembly and municipal and county officials outlining <br />the procedure for the preparation of application for ~ederal relief funds. <br /> I~ is my recommendation that such a request be made and if you so desire, <br />I~wi!l be glad to make the request., <br /> <br /> Motion of Er. ~yo that we concur in the Oity Manager' s recommendation provided <br />the city is not obligated in any way, was adopted. <br /> <br /> ~th - Presented $ rec[aest from Portsmouth Post No. 37 American Legion to desig- <br />~te Armi~ice Day, November llth, as a holiday that city employes, may participate in the <br /> el~bration .on that day. <br /> <br /> Motion of Mr. Hutchins that, as per request of the American Legion, we declare <br />Armistice Day a holiday, was adopted. <br /> <br /> ~ .... 5t~ - 'In view of the age an~ physical condition of Hoseman A.E. Ogg to coneu~ in t~e Gity Nan~ger~s recommendation, was adopted. <br /> <br /> 6t~ - 'In view of ~he ag? and physical condition of ~apt. Wm. M. Land of the Po- <br />lice Department, I recommend his retirement from active service and the placing of his name <br />on the pension ~oll, e~fective November 1st, 1932. <br /> ~apt. Land is 61 years cf age and has been in continuous service in the <br />Police Dept. since May 6th, 1901. My information is that he has made an excellent officer <br /> <br /> <br />
