Revenue estimated and
appropriations suggested are shown on t~e two-attached st~tsm~nts~ The statements show and
compare the estimated receipts and appropriations suggested by general depa~ments wi~h the
budget estimat~ and appropriations for 1~32.
The estimated receipts for 1~33 of $1,281,838.00 is $58,1~.00 less than
the budget ~stimats for 1932. The estim~te or request for general gover~nt expenses of
~1,268,0~9.00 is $120,2~3.O9 less than the 1932 appropriation~ exclusive of debt service,
which shows an increase of $~4,46~.OO. The request for operating charges of the ~ater Depart-
~ent of $318~2~.10 is $12,~O3.5~ les~ than the 1932 aoorooriation, and request for oaoital
expendz~ures of $125,O89.?2 zs $109,08~.?2 less than the 1~32 apprep~iation.
The reductions made last July ~ salaries~ etc. and the reductions made by
the so,els ~epresent ~ annual '-~ ~
reau~oz, of $46,225.00. This ~ount is included in t~e reduc-
tion reoo~ended by me of $120,2~3.09. Reducti~ ~ere made in the ~ter Department last J-~y
representing an ~nual reduction of $2,252~00. This amount is included in the reduction reo-
ommend~a by me of ' ~ ~ '
$1~,~0~.5D zn opera~iDg cha~ges of the Water Department.
The inorease .' ~, h . , ....
of $y~,469.O0 zn Deot Servzce oonszszs p'~znci-oallv of an in-
creased appropriation for fha Si~ing F-~d, ~ncreased requirements for serial ~ond retiremenZs
and a p yment on o~revenue loans. The 1932 budge~ provided tpp,p~o. O0 fOr the Sinki~ F~d,
while I have-provided $y2,420.O0, or an increased appropriation for the Sinking ~s. nd of
$3Y,0~.OO. The serial bond re~fJ, irements for ~ '
n~x~ year will be $14,O00.OO more than this year,
maki~ the total re~airements for serial~bonds for 1~33, $54,000.00. I have included $33,000.00
for payment on revenue loans.
I reco~mue~ that ~12,O00.O0~of the m~appropriated balance of $!5,y8~.OO be
reserved for delinquencies in tax collections. The delinquencies in personal property taxes of
the past two years ~havs averaged approximately ~12~000.O0 per year and I consider it necessa~
that some provision be made for t.~s~ m~collected items.
In accordance with the Co,oil's reqfdest, infformation has been secured as
zo the cost of repa~i~ the clock in the tower at fire headquarters. Automatzo winders oouid
be applied to this clock at a cost off app~ox~ately ~00.OO.
