The Sinking Fund is and has been for the past several years earning an aver- <br />age of four and one-half per cent on their cash and bonds on hand. However, a~ stated, the <br />above reductions were arrived at by computing interest on a four per cent basis inst~ead of the <br />present_ average income of four and one-half per cent. <br /> It is my reconzmendation that. water rates to domestic and industrial consumers <br />be reduced ten per cent, effective, with water furnished on and :after Jtua-e let, 1933, and that <br />this reduction be given in the form of a discoun~t provided the bills are paid within fifteen <br />days from the date due, also that charges for fire hydrants be reduced from $32.5(1 to $30.00 <br />per annum, from $55.00 to $50.00 ocr annum, effective J~zue let, 1933. <br /> To make these red~¢~ions will reduce the income of the Water Department ap- <br />proximately $3~,000.00 per year. This will absorb all of the present surplus of the Water <br />Department and the~ recommended reduction in payments to the Sinking ~and. Annual payments of <br />$2Y,351.00 plus five per cent interest, to the U.S. Covernment for property purchased several <br />years ago will be completed~ next year, which will make this amount availaImte after 193~ for <br />improvements to the property or use in any wa.y desired. <br /> If these recommendations meet with your approval and you so desire, I will <br />present ordinances at the next meeting to place them in effect.' <br /> <br /> Notion of Mr. Ogg to instruct the City Manager to present ordir~nce as per his ~ec- <br />ommendation and that part of the resolution relating to-Sinking Fund requirements be referred <br />to the Oity Attorney to report on its legality, was adopted. <br /> <br />- REPORTS OF O0~ITTEES - <br /> <br /> The Oommittee appointed to present resolution of respect on the death of Mr. <br />Niemeyer, Oontmissioner of the Revenue, made the following report: <br /> <br /> 'The Oouncil cf the Oity of portsmouth records its <br />profuse sense of less and real personal sorrow in the death of <br />their friend mud fellow-citizen. <br /> JOHN OHRI~TOPHER NIEMEYER <br />which occttrred at his residence,~ Portsmouth, Va., on May 13th,1933. <br /> At the time of his death, Mr. Niemeyer was Oom- <br />missioner of the Revenue for the Oity of Portsmouth,' which position <br />he had held for the past t~enty years. <br /> During his tenure of office, Mr. Niemeyer was con- <br />stant, faithful and strong in character, always true to his trust <br />and his fulfillment of the duties of hia position will be an incen- <br />tive to all who kmew him. ~ his death.
