<br /> Minutes of regular meeting held Nay.gth, and special meeting of Nay 19th, were read
<br />and approved.

<br />The following communications from the City Manager were' read:
<br />
<br /> lst-'As requested at the~meeting on April 25th, I have handled wi~h Mr. H.A. Hunt,
<br />Superintendent of Schools, the request of the Harrison Ward 0ivic & Improvement League,. dated
<br />April l?th, regarding the contemplated closing of the Prentis Park School, and received the
<br />following reply from Mr. Hunt, dated Nay. 19th:
<br /> 'The Board at its meeting on Friday night took no
<br /> action with reference to the closing of the Prentis
<br /> Park School for the school year 1933-1934. If there
<br /> shall be a consideration of this question at all it
<br /> will most probably come up at the next meeting of the
<br /> School Board, which is the date of the annual election
<br /> of teachers.,
<br />
<br />On motion ordered filed.

<br />2nd- 'On May 9th, I wrote Mr. G.0. 0oleman, 0hairman, Norfolk 0ounty Board of
<br />
<br />Supervisors, a s follows:
<br /> ' I inclose herewith bills of the Portsmouth Water
<br /> Department for water furnished the Norfolk Oounty
<br /> Jail from May 1st, 1923 to April 30th, 1933, amount-
<br /> ing to $6,965.8?, which it is requested that you
<br /> place in line for payment.,
<br /> I received the following letter from M~r. A.B. Carney, 01erk, Board Of Super-
<br />visors of Norfolk Oounty, dated Nay 15th, in reply to the above:
<br /> ' At a meeting of .the Board of Supervisors of Nor-
<br /> folk Oounty held May 9th, your letter regarding the
<br /> Oity's claim for water furnished the Norfolk County
<br /> Jail from Nay 1st, 1923 to ~April 30th, 1933, was
<br /> considered. On motion duly'made and ca, tied your re-
<br /> quest for payment ef ihis bill was denied and the ac-
<br /> count disallowed. The Olerk was directed to refer
<br /> you to the contract between the 0ity and 0ounty, pro-
<br /> vid.lng for the erection of a joint Court House buildimg
<br /> between the Oity and Oounty, which contract controls in
<br /> this matter.'
<br /> in view of the denial and disallowance by the Board of Supervisors of Nor-
<br />folk 0ounty, of these bills which have been unpaid for a number Of years, and numerous other
<br />facts which have been thoroughly consiiered by Mr. Barclay, 0ity Attorney, Mr. Davis, ~unt.
<br />Water Department amd myself, i~t is my recommendation that these bills be referred to the'City
<br />Attorney to collect, and if necessary to enter suit for that purpose,t

<br />Motion of N~. Fox tosonour in the recommendation of the City Manager to refer said

<br />3rd - ~ I submit herewith an ordinance, the adoption of which is recommended, eh-
<br />
<br />titled:
<br />
<br /> 'AN ORDINANOE PROVIDING FOR THE 0ARE AND OPERATION OF
<br /> THE MUNIOIPAL GOLF OOURSEA~ THE PORTSEOUTH 0ITY PAP~K
<br /> AND PRESORIBING FEES FOR THE USE THEREOF,.
<br /> This ordinance is desired in order to place the care and operation of the
<br />municipal golf course at the 0ity Park under rules similar to those governing other public
<br />golf courses throughout the State; also to provide fees for the use of the golf course in
<br />keeping with other golf courses in this vicinity.
<br /> The changes embodied in the attached ordinance will increase revenue from
<br />the golf course approximately $800.00 per year, which additional funds are ~adly needed in
<br />the maintenance and upkeeo of the course, as the present income is not sufficient to pay the
<br />maintenance.' '

<br /> Motion of Mr. Ogg to place said ordinance on its first reading, was adspted.
<br />
<br /> 4th - 'In response to your resolution adopted October llth, 1932, to consider the
<br />advisability of removing the ready to serve charge on water bills, I submit herewith a re-
<br />port which was prepared by Mr. W.L. Davis, Supt. of Water Department., at my request, showing
<br />complete data as to the revenue derived from the ready to serve charge and the apolioation of
<br />meter charges. ~

<br /> A~ter careful consideration, I find that on the present income and by reduc-
<br />ing the present payments to the Sinking Fund, which can be legally done, or without affecting
<br />our financial status, that e ten per cent reduction can be made in water charges to domestic
<br />and industrial consumers and that water charges for fire hydrants can be reduced from $55.00
<br />to $50.00 and from $32.50 to $30.00 per annum each. To do this, it will be necessary to re-
<br />duce payments to the Sinking Fund from $46,000.00 te $32,000.00 per year. As above stated,
<br />thi~ reduction can legally be made and without affecting our financial status.
<br /> By a payment of $32,000.00 per year to the Sinking Fund and co,outing income
<br />from interest at the rate of four per cent on the balance in the Sinking Fund, which consists
<br />of cash and city bonds, there will be sufficient funds on hand to retire all bonds when due.
