read: <br /> <br />The following ordinance, placed on its first reading May 9th, was taken up and <br /> <br />~AN ORDINXNOE TO OLOSE THAT PORTION OF THE ALLEY LYING BETWEEN <br />BROAD S~EET AND MOUNT VERNON AVENUE, EXTENDING. ~RON <br />STREET TO A POINT DISTANT !85 FEET SOUTH THEREOF. <br /> <br />On motion, of Mr. Hutchins, the ordinance was adopted, and by the following vote: <br /> <br />Ayes: B~ooks, Fox, Hutchins, Mayo, Oast, Ogg - 6. <br /> <br />Nays: None. <br /> <br />The following communication from the City Attorney was read: <br /> <br /> 'At your last meeting you referred to me a latter presented to the Council by N~. <br />M.G. Robinson, attorney and counsellor at law, on beh~!f ef Mrs. Lillian M.-Hawkins, in which <br />he sets forth certain facts concerning ~s. H~wkins, Mr. T. A~ Hoffler and the property-2239 <br />Glasgow Street, and requests that a compromise be made concerning the taxes en the prope~y, <br />suggesting that the pemalties and inter~st be remitted and the remaining taxes be reduced <br />fifty per cent. <br /> I have investigated the statements made in the letter and I believe all of them <br />are t~ue, however, I do n~ see how the City can compromise taxes. Section 183 of the ~tate <br />Constitution states what property is exempt from taxation and the City Council has ne right <br />to relinquish the taxing power of the city. Only in cases where the property is sold for the <br />hem-payment of taxes and does not b=ing enough money to pay the taxes are any of the taxes <br />relieved.' <br /> <br />Me, ion cf Mr. Fox to concur in the Attorney's recommendation was adopted. <br /> <br />- NE~V BUSINESS - <br /> <br /> Bill of J. ShLrtey Hope, State Game ~rden, for $16Y.50, for destroying 67 tagless <br />dogs. On motion of Mr. Brooks, the Treasurer was authorized to pay same from funds in her <br />hands from collection of Dog Taxes. <br /> <br /> The Girly Ma~ger stated that he had several complaints from residents of Harrison <br />Ward because a number of stray does and mad dogs in that ~ard. <br /> <br /> On motion of Mr. Hutehine, the City Manager was instructed to present an ordinance <br />that would relieve said conditions. <br /> <br /> Motion of Mr. Fox that the 0ity ~anager be requested to co~fer with the State Game <br />Warden about stray and vicious ~togs, and if necessary to assist the Game V~arden in handling <br />this problem, was adopted. <br /> <br />Privilege of fleer was granted Mr. Pearce, who spoke on the subject. <br /> <br />The following letter was read: <br /> <br /> 'On Aoril 2~, 1933, I purchased a Portsmouth License for 1933 for my automobile <br />(license No. 42). On May 19, 1933, I received order from the Navy Department transferring <br />me to Dahlgren, Virginia, with orders to report there June l, 1933. <br /> I understand that my 1932 city license Ne. 1350 is good until Jume l, 1933; I <br />therefore reGuest of the Honorable Oily Oouucit a refund on my 1933 license. <br /> <br />Respectfully, <br /> <br />0aldwell J. Stuart (M.D.)' <br /> <br /> Motion of Mr. Ogg to make refund as requested and to refer to the City Man~ger the <br />question of refu~ing to Navy officials the~unusmd portion e~ automobile licenses whea such <br />officers are ordere~ to another station, was adopted. <br /> <br />On motion adjourned. <br /> <br />CITY CLERK. <br /> <br />Approved~-p r~est~'. <br /> <br /> <br />
