Honorable O~y Oouncil of
portsmouth, Virginia.

Your Honor~
The Portsmouth Central Labor Union want on record for the past sev-
eral years for F~ee School Books, and have had Committees to talk with the City Manager and
members of the City Council to have this move put into effect.
At our last meeting, held last Friday November 3rd, we again discus-
.-sed the feasibility of Free School Books, and again went on record in this respect.
We are unanimous ~ the opinion that this feature could easily be ac-
complished, if we could get the co-operation of the-city officials, and we earnestly hope
that there will be some provision made in the next budget to cover this partly if not wholly.
Trusting that each andevery member of the Council will see the good
features in furnishing these Free School Books, and that the budget shall be arranged accord-
ingly, I beg to remain
Very respectfully,

E.V. SmitH, Secretary,
915 North Street, Oity."
