<br /> At the Court of 'Hustings for the City of Portsmouth, held on the 14th day of
<br /> February, 1934.
<br /> It appearing to the Court that the Land Books in the office of ths Clerk of
<br />this Court from the year 1858 to 1929 are in a deplorable condition, being badly mutilated
<br />and in many instances illegible, and in some of said books, pages are missing therefrom;
<br /> And it further appea~ing to the Court that the NaD Book in the office of the
<br />Clerk of this Court is likewise in a very bad condition, many maps therein being torn and oth-
<br />erwise mutilated;
<br /> And it further appearing to the Cou~t that the recores of Births and Deaths in
<br />the City of Po~t~mouth, from t~he year 1858 to 1896, in the office of the Clerk of this Court,
<br />by reason of age, are badly mutilated, and if to be preserved, must be ~ew~itten at once;
<br /> And it further appearing to the Court that the Record of Delinquent State Taxes
<br />in the office of the Clerk of this Court contains many entries which are erroneous, which er-
<br />roneous entries have been relieved by Oourt ordeA as well as numer~u'S~entries of property
<br />which has been =edeemed, is cumbersome in arrangement, making it difficult to determine with
<br />dispatch and certainty what taxes are due, and for the convenience of the public should be
<br />transcribed, elimiaating said erroneous entries, as well as, en%-~ies of delinquent taxes on
<br />property which has been redeemed, and arranged in a more convenient form;
<br /> And it further appearing to the Court that the General Indexes to Real Estate
<br />conveyances in the office of the Clerk of this. Court are in some iustanoes in bad condition
<br />by reason of age, and in need of repairs, and as compared~with the new system of Indexing in-
<br />stalled by the Clerk as of the 1st of January, 1933, known as the Permaflex System, pursuant
<br />to the report of a special com~nittee ~opointed to inquire into the necessity for an improved
<br />system of indexing in his office, are archaic, cumbersome and inconvenient;
<br /> The Court pursuant to Section 5~80 of the Code of Virginia does hereby direct
<br />the Clerk to cause said land books, said map book, said records of Hirths and Deaths, and said
<br />record of Delinquent State Taxes, or ~mch portions thereof as may be in need thereof, to be
<br />transcribed and rebound as herein indicated to be necessary, and does further direct said Olerk
<br />to re-index the real estate conveyances in his office from 1858 to January 1st, 1933, in the
<br />system of indexing known aS The Permaflex System, so that the indexes to Real Estate convey-
<br />ances in his office will be uniform, and the same faith and credit shall be given to such
<br />transcripts, as the books or records transcribed would have been entitled to.
<br /> And it is further ordered that a transcript of this order be furnished to the
<br />City Council of the City of Portsmouth, Va.

<br /> Bill of J..Shirley Hope, State Game Warden, in amount $165.00, for killing 66
<br />tagless dogs, was presented, and on motion of Er. Eoore, the Treasurer was authorized to pay
<br />s~me from funds in her hands from Collection of dog taxes.

<br />Ths following letter from the City Sergeant was read:
<br />
<br /> "AS you are aware, the water bills for the City Jail have been regularly charged
<br />to my account, and I am petitioning you that I be relieved of these bills, as under existing
<br />conditions, they work a very undue hardship upon me.
<br /> The City Jail of Portsmouth was built eleven or twelve years ago according to
<br />plans and specifications which were approved by the City. In the first place, there are a
<br />great many outlets in the plumbing where waste of water can, and does occur from time to ~ime
<br />without being detected, and most of the water p~pes and connections are i~bad shape. Just re-
<br />cently one of ou~ three-quarter pipes bursted and p~ior to this the City authorities were noti-
<br />fied of its bad condition, and I have in the past exoerienced the fact that shortly aFteA in-
<br />spection of the plumbing by the City Water Departmen%, leakages have been reported to proper
<br />
