<br /> At a regular meeting of the Oity
<br />there were present:
<br />
<br />0ouncil held February 27th, 1934, at 8:00 P.M.,
<br />
<br /> Vernon A. Brooks, Leslie T. Fox, N.R. Hutchins, Arthur Mayo, S.B. Moore, J.
<br /> Alden Cast, Archibald Ogg and City Mauager.
<br />
<br /> Minutes of regular meeting held February 13th were read and approved.
<br />
<br /> The following c~mmunications from the City Manager were read:
<br /> /
<br /> 1st - "The Civil Works Administrator ~ad~ises that the 0ivil Works Administra-
<br />tion will not allow ~ny credit for salvaged materials used in rebuilding the public library
<br />and Commissioner of Revenue's office building, and the dormitories for the colored inmates of
<br />the Oity Home, as originally agreed.
<br /> Due to this change by the Oivil Works Administration, it is necessary
<br />that the City make'available additional funds for materials for these buildings. In view of
<br />this, I recommend that an additional amount of $450. be made available for materials for the
<br />public library and Oomm~ssioner of Revenue's office buildir~ and dormitories for the colored
<br />inmates of the 0ity Home.
<br /> It now appears that the City will have to provide additional materials
<br />on some of the other C.a.A. work, in order to properly complete it. Just as soon as it can
<br />be definitely determined what will be necessary, I will advise you."
<br />
<br /> Motion of Mr. Mayo to concur in the recommendation of the Manager and appropri-
<br />ate $450.00 for said purpose, was adopted, and by the following vote:
<br />
<br /> Ayes: B~ooks, Fox~ Hutchins, ~ayo, Moore, Oast, Ogg.
<br /> Nays: None.
<br />
<br /> 2nd - "The Oity Manager stated that at last meeting, Mr. Brooks asked questions
<br />in reference to the $100.00 shortage in the City Oollector's office and he had asked Mr. Par-
<br />fish to be present at the meeting and make his statement of same.
<br />
<br /> Motion of Mr. Brooks that the privilege of the floor be granted Mr. parrish, was
<br />adopted.
<br />
<br /> Mr. parrish stated his position in reference to the above shortage.
<br />
<br />The following letter from the Oity Attorney was read:
<br />
<br /> ,Concerning the communication of B~ird, White and La~ning, Attorneys for John
<br />Robert Lamb, referred to me at your last meeting, I find that Mr. Lamb sold to the United
<br />States of America on January 31, 1934, a parcel of land fronting 62 feet on the eas~ side of
<br />First Street and extending back to the river, and lying about 12 feet north of Ha~rrieon
<br /> Section 27~ of the Tax Oode provides that all taxpayers whos$ lands are
<br />~Lved by the United States du~ing any year s~hall be relieved of the taxes on the land so ac-
<br />quired for that portion of the year following the date the property vests in the United States.
<br />It also permits the Oollector to receive from the. original owner the proportionate part of the
<br />taxes owin~ by him, and allows the Collector a credit for the balance in settling his accounts.
<br />At the time of the transfer of the property, the Attorneys for Mr. Lamb h~d the Oommissioner
<br />of the Revenue determine the taxes on the part of the land sold and paid to the 0ity Oollector
<br />the sum of $y4.63, which was due for the month of January. The remaining sum of $1~0.93
<br />should be relieved."

<br />Motion of Mr. Hutchins to concu~ in the Attorney's recommendation was adopted.
<br />
<br />- UNFINISHED BUSINESS -
<br />
<br />and read:
<br />
<br />The following ordinance, placed on first reading, January 23rd, was taken up
<br />
<br />"AN ORDINANOE TO AMEh~ SEOTION 452 OF THE L~JNIOIPAL 0ODE RELATIVE TO COWS."
<br />
<br />The City Manager recommended that the ordinance be not passed.
<br />
<br />Motion o~ Mr. Brooks to adopt the ordinance was lost, and by the following vote:
<br />
<br />Ayes: None
<br />Nays: Brooks, Fox; Hutchins, .Mayo, Moore, Oast, Ogg.
<br />
<br /> Motion of Mr. Brooks that~the Oity Manager and Oity Attorney p~epa~ve an ordi
<br />nance which will regulate the keeping om cows ih the City so that people w~ ~omplain will ~e
<br />protected, was adopted.
