February 2?thl l~M~. <br /> <br />authorities and nothing having been done to remedy this condition during the time intervening <br />and before the in~ection. <br /> In view o£ these circumstances you can readily see that in addition to placing <br />the water bills against me, it would place a burden upgn me to pay for evenwasted water, <br />which is under the control, as far as the plumbing goes, of the City of PortsmoutH. 'The pro- <br />perty belongs to the Oity of portsmouth and the s~nount Of water which is necessarily used in <br />order to keep the jail in a proper sanitary condition, is very large, and no matter how small <br />the revenue derived from the keeping of prisoners is to me, yet necessarily approximately <br />the same amount of water has to be used at all times. <br /> I respect£ully almo call your attention to the fact that a~ter the repeal of the <br />present Prohibition Laws in Portsmouth this Will necessarily meduce the population of the jail <br />to a very great extent, and therefore the revenue received by me will be ~oRmoximately reduced <br />and yet I would still have to pgy the water bills, no matter how large, with ~ gres~tly reduced <br />revenue from the 0ity and. Stat~. <br /> I also call your attention to the fact that out of eleven City Sergeants in the <br />State, only the 0ity Sergeant of Newport News and the 0ity ~ergeant of Richmond are charged <br />with water bills, and I think if the fees derived from theme offices were examirmd, it would <br />be found, and I sz~ informed, that there is sufficient revenue derived from Shese jails to take <br />care of the water bill, and not in any way cut imto the maximum, or cut the Sergeant's revenue <br />which is all owed him by the State. <br /> In view of the ~oove, I therefore respectf~ally request that I be relived from <br />the payment of any water bills at the jail, and if possible, the s~pense of lighting the jail. <br />The revenues to be derived by me in the future, Bnder the existing conditions, will be very <br />much depleted and it seems to me only equitable and jusZ that this, being City property, shQuld <br />be maintained by the 0ity with the exception of feeding and care of the prisoners and the pro- <br />per g~ards, which I am required by l~w to maintain. <br /> <br />Very respectfully, <br /> <br />(Signed) R.E.
