195

Mr. H. B. Anderson,
City ~anager,
OitY. ~

"Por~smouth~ Virginia~
Jan. S, 1935.

De~r Sir:

Concerning our conversation Of yesterday i~ your office relative to the
per month allowed Wi Hz Jen~ings, colored probation officer that you advised me was cut from
the budget by mistake.
This is to remind you of your promise to restore this, and I trust you will do
so, because it is verynecessary.

Very truly yours,

· ' Harry Cuthriell.,
On EotionMr. Hutchins, same was referred to 1935 Budget.

The following recommendation from the SChool Board was read:

The Honorable Oity Council,
Portsmouth, Virginia.

"Portsmouth, Virginia,
January 5, 1935.

Gentlemen:

At the~meeting of the SChool Board last night a very recent letter from the
Southern Association of Oolleges and Secondary Schools to Nr. Oodd, Principal of the Woodrow
Wilson High School, was read, which was as follows:

Ny dear Mr. Oodd:

At the meeting of the Southern Association held in
Atlanta last week Woodrow Wilson High School was dropped for
the following reason:
1. Your pupil-teacher ratio is too high.
Your attention was Called to the above last year.
The Virgini~ Committee is sorry that your school has
been dropped from the Southern list and wishes to express the
hope that you may be able to adjust your program in such a
fashion as to be readmitted next year. The Virginia Oommittee
stands ready to assist you in any way possible to correct the
deficienty listed above.
The Virginia Committee is very anxious for your school
to reapply next yea~ and I stand ready to help you in whatever
way I can.
Very sincerely yo~rs,

(Signed) William R. Smithey. Chairman
Southern Associati6n of Colleges
and Secondary Schools.,

The Board debated the matter at some length and decided· that since we had been
members of the Southern Association since 1913, and since membership in the Association carried
with it certain advantages and considerable prestige, it should make every reasonable effort
to be re-instated, and since the reason as set forth was that "the pupil-teacher ratio" was
too high, reinstatement could only be made on the basis of a lowering of this ra~io by employ-
lng more teachers. The standard of the Association is a maximum of 30 pupils per teacher as
shown by the following frem the Southern Association:

"ARTICLE IV - STANDARD I (Pupil-teacher Ratio) -
All schools whose record shows an excessive number
en~volled October 1, even though they may technically
meet all other re~airements, Will be rejected. The
Association recognizes 30 as a maximttm."

To r~ach this standard will require four additional teachers, two of whom are
already provided for in the Budget as submitted to the City Council. The School Board there-
fore adopted the following resolution:

"That the City Council be requested to add to the School
appropriation for the year 1~35 the amount of $2000.00 for
the employment of two additional high school teachers over
and above those already provided for."

I was also directed to inform you that since the School Board would be relieved
of the payment of any compensation te the City Treasurer for the year 1935, and since there
was set up in the Budget $1,262.00 for this purpose, there would be required only the amount
of $?38°00 to be added to the Budget as presented.

Respectfully submitted,
H. A. Hunt,
Su~t. of $~bn~ ,
