<br />may purchase their licenses quarterly~ we respectfully request that we be granted an oppor -
<br />tumity tc go into ~his matter in detaml, as we are certain that we can prove conclusively
<br />that it will be to t~e best interests o~ the City to continue the present ordinance.
<br /> In this connection this organization voices the desires of 100~ of those hold-
<br />ing plumbing ~icenses im the City.

<br />The following communication from the Emergency Relief Administration was read~
<br />
<br /> ~With reference to the communication handed me with your letter of the 13th inst.
<br />would state that upon investigation I can find no authorization from the Virginia Emergency
<br />Relief administration te these merchants to extend credi~ to relief oliente.
<br /> Therefore, I fail to see how the Virginia Emergency Relief Administration is in
<br />any way obligated~fo~the payment of these accounts. Furthermore these merchants are familiar
<br />with our form of purchase order and should have known that unless the clien~ presented a p~-
<br />chase order, any credit extended the client was their responsibility.
