<br />Mr. Parrish was elested Chairman pre-tom
<br />
<br />Minutes of meeting held February 12th were read and approved.
<br />
<br />present, Mr. Brooks, who assumed the Chair.
<br />
<br /> On moron, privilege of the floor was granted Mr. R~B. Preston, who spoke in re-
<br />~ard to the reGuest for an appropriation to the Hampton Roads Sewage Disposal Commission, of
<br /> 2,346.00.
<br />
<br />The following communications from the City Manager were read:
<br />
<br /> tst - "The Hampton Roads Sewage Disposal 0ommission has submitted an estimated
<br />budget, aggregating $15,OOO., necessary to finance its work. ~
<br />There is also attached hereto a tabulation of the communities involved
<br />and their p~oportionate part of the $15,O00., of which Portsmouth's apportionment is $2,34~.
<br /> Also, I am attaching hereto, resolutions adopted by the Norfolk Associa-
<br />tion of Commerce, and resolutions of the Builders & Contractors Exchange of Norfolk, endors-
<br />ing the Hampton Roads Sewage Disoosal Commission and its objects.
<br /> Imasmuch as~I am not familiar with such of the details as nltimate cost,
<br />operating expense, plan of financing, nor method of liquidating, I am submitting this without
<br />recommendation."

<br /> 3rd - "I am pleased to report that Admiral ~t. Clair Smith, Commandant cf the
<br />Navy Yard. has donated to the City, 40,000 gallons, apnroximately, of oil sludge, for use on
<br />the st=eels, and Will permi~ the City to store the oil-in tank cars within the Yard, the only
<br />cost to the City being the rental of the tank cars."

<br />Motion of Mr. Hutchins to concur in the recommendation of the Manager, was adopt~L

<br /> 5th - "I am attaching hereto a letter from Mr. R.A. Alexander, Chief of the Fire
<br />Department, which is self-explanatory.
<br /> Inasmuch as there is no-provision made in the new budget for such contin- ~
<br />gentles, I recommend tha$ the amount of $50~O0. be paid and applied to the pending apt~vopr~ation
<br />in the new budget for o~fice supplies - City Clerk & Auditorts office."

<br />O~ PC~TSMOUTH, VA.~ AND THE CITY MANAGER, TO HAVE THE MANAGEMENT
<br />AND DIREOTION OF ALL CITY FUNDS, UNDER SERTAIN LIMITATIO~ AND
<br />PROVISIONS."

<br />UNFINISHED BUSINESS -
<br />
<br />The following communication from the City Attorney was read:
<br />
<br /> "In reference to the communication of Mr. H.B. Anderson,.referred to me at your
<br />meeting on January 22nd, 1935, concerning_the bond of $5000.00 given in 19t3, by the Bank of
<br />Tidewater, Incorporated, with Mr}E.L. Lash as surety, I believe that the insurance policy sub-
<br />mitred by the Citizens Trust Company protects the City as well or bet%er than the bond, and
<br />%hat Mr. Lash might be relieved from the bond. The Bmuk of Tidewater has disposed'of all its
<br />p~operty, and the insurance policy is for twice the amount of the bond.
