<br />granting said Company authority-to discontinue and abandon the opera-
<br />tion of the said entire Portsmouth Electric Street Railway System,
<br />which is operated partly in Norfolk County, Virginia.

<br />sion of Virginia at the heari~ on the applications of said Oompany,
<br />present a certified copy of this Resolution and to o~operate with

<br /> On motion of Mr, Hutohins, the resolution was adopted, and by the following Vote:

<br /> 2nd - "I am inclosing herewith ordinance imposing taxes on real estate, tangi-
<br />ble personal property a~d machinery within the' limits of the Oity of Portsmouth, for the year
<br />beginning January let, 1~35, which I recommend be placed on first reading."

<br /> On motion of Er. Cast, the following ordinance was placed on its first reading:

<br /> ON TF~ PUBLI0 DEBT FOR THE YEAR BEGINNING JANUARY 1, 1935."

<br /> 3rd - "At your last meeting you referred to the Oity Manager and City Attorney,
<br />the question of investigating a blanket bond for the office of the Oity Oollector.
<br /> ...... We have ~es~igated this matter and the bonding 9ompanies are of the
<br />opinmon ~nam even mnough the ui~y uouncil may agree to accept a bend tmmited to the receipt
<br />of money only, yet the 0ompany will be l~ble for the faithful performance provisions required
<br />by the airy-Oharter. As the bond applies to a public official, the Oompany is of the opinion
<br />that the Court will write into the contract the provisions of th~ law. Hence, there will be
<br />no reduction in the amount of the premium.
<br /> It may be note~ that the resolution requested by the bonding company
<br />does not waive the faithful performance provision on cuzrent t~es1.
<br /> The Oompany will not write what is known as the ,Banker,s Blanket Bond".
<br />It may be possible to obtain a blanket bond, but the premium will be higher than the total of
<br />the premiums of the individual bonds.

<br />fo~ Injuries or Damages and especially for Workmen~s 0ompensation, with respect to all those
<br />persons employed in connection with F.E.R.A. and E.R.A. in this 0ity:, hereby report that af-
<br />ter due consideration of the expensiVe cost of such insurance when placed with insurance com-
<br />panies, also the method pursued by other cities of the State~ have concluded that it will be
<br />less expensive and mDre satisfactory should the Oity, itself, carry the insurance, and we,
<br />therefore, so recommend.
<br /> We communicated with Richmond, Roanoke, ~etersburg, Newport News and
<br />Norfolk and learned that in every mnstance,, the muni0ipAlity ms carrying the insurance. The
<br />letter from Petersburg closes with this paragraph: "My advice to you is to allow no one to
<br />persuade you into taking out insurance covering Wo~kmen's 0omoensation, unless you want to
<br />waste money for your municipality. ~

<br />and enlisted personnel of the United States Government the same privilege as in Norfolk;
<br />namely, exemption from City auto~obile tax for the year 1934.

<br />icy this year, and I therefore recommend that all members of the uniformed forces of the United
<br />States Government, whether residing on or outside of Government property, not be re~aired to
