<br />The Council of the 0ity of Portsmouth shal~ approve the size, character
<br />and type of motor vehicles to be used in rendering this service.
<br />That the 0ouncil shall have the right to prescribe such schedules as to
<br />provide efficient adequate service at all times on each route operated
<br />hereunder.
<br />That the 0ouncil shall have the right to require any changes and alters~
<br />tions in routes which will not e~ostautially increase the route mileS;
<br />and may, pu~.suant to the provisions o~ Section ~ of Article IV of the
<br />ordinaace a~opted July 28, 1926, require any ~u~sequent extensions or
<br />additions to routes as it may deem necessary te render efficient public
<br />service
<br />This amendment supersedes any provisions in the ordin~uoe adopted July
<br />~8, 1926, which may be in conflict with items l, 2 amd 3 enumerated
<br />above."

<br /> WHEREAS, the City of Portsmouth and Virginia Electric and Power
<br />Oompany have conclmded negotia~ons to discontinue and abandon the
<br />Portsmouth Street Railway System, and to substitute b~ses therefor,
<br />and the Oouncil of the Oity has adopted ordinances to permit the
<br />abandonment and to authorize bus operation on the streets of the
<br />City; and
<br /> W~EREAS, because the rail system is operated partly in Norfolk
