At a regular meetimg, of the Oity 0ounoil held April 9th, 1935, at 8:00 P.M., <br />there were present: <br /> <br />Vernon A. Brooks~ LeSlie To Fox, W.R. Hutchins, S.Bo Moore, <br />J. R. Stewart, Ozty Manager. <br /> <br />Minutes of regular meeting held March 26th were read amd approved. <br /> <br /> Motion of i~r. Stewart <br />matters at this time, was adopted: <br /> <br />to suspend the rules in <br /> <br />order to take up the <br /> <br />following <br /> <br /> 1st - Application of Mme. May E. Bauer for a permit to erect a gasoline fiI1- <br />i~g station at the northeast intersection of Elm and Gilmerton Aves., laid on table at last <br />meeting, was taken up sad the following report-from the Traffic Oommission was read:~ <br /> <br /> "In reference to the application of Mrs. May E.B~uer, for a permit to <br />erect a filling station at the northeast intersection of Elm and Gilmerton Aves. <br />The Traffic 0ommission, 'after visiting the site, met and gave due <br />consideration to the matter, and ~uimously recommends that the permit be not gr~nted., <br /> <br />ing vote: <br /> <br />Motion of Mr. Fox not to grant the application was adopted, and by the follow- <br /> <br />A~es: Brooks, Fox, Hutchins, Moore, Stewart. <br />Nays: None. <br /> <br />Present, M~. Oast. <br /> <br /> 2nd - The following ordinance, placed on its first reading, March 26th, was <br />taken up and read: <br /> <br /> "AN OEDINANOE TO AMEND AND REORDAIN 'E~HIBiT A~ ATTAOHED TO <br />AND MADE A PART OF A~N ORDINANOE ADOPTED BY THE GOUNOIL OF THE CITY <br />OF PORTSMOUTH, on JULY 28, 1926 ENTITLED 'AN 0RDINANOE TO REGULATE <br />MOTOR BUS PASSENGER TRANSPORtATiON IN THE'OITY OF PORTSMOUTH' AND <br />THE AMENDMENTS THE.W. EOF." <br /> <br /> Privilege of floor was granted any one present~ who might be interested. <br /> Moffat, 0harles Cotton, F~ank Wilson, spoke in regard to the routes and J. j. Quinn spoke as <br /> to the terminal. The following petitions were presented: <br /> <br />"VIRGINIA: <br /> To the Honorable Oouncil of the Oity of Portsmouth: <br /> <br /> The undersigned, petitioning for themselves and the other residents of that <br /> section of Portsmouth, known a s BriEhton, numbering approximately 2500 people, respectfully <br /> represent: <br /> <br /> (1) That the~ territory in which they live and in which they have a special in- <br />terest, with reference to ~ransportation, is bounded on the north by the Gosport Road; on <br />the east by Elm Avenue; on~ the south by Holly ~treet, a nd on the west by Lansing Ave., which <br />last named avenue formerly was called C Street; <br /> (2) That the above described area contains a population of about twenty-five <br />hundred person~) That for~ a great number of years the above described territory has been <br />traversed by the Piedmont Heights line of the Virginia Electric & Power Oompany via Elm Ave. <br />and Highland.Ave., and by Virtue o£ such service the said transportation has become a fixed <br />necessity, the said service being depended upon by the people of the said section, a great <br />percentage of whom are re~g~lar patrons o£ the said lin~; <br /> (4) The withdrawal of the said service wzll be an economic handicap which can <br />not be estimated. <br /> ~or the aoovs reasons ~he petz~oners request tna~ the proposed line of travel <br />of the buses to be installed through Gosport Road to the exoluszon and dimcontinuance of the <br />H~ghland Avenue route be changed so as to travel as follows: Gosport Road to Elm Avenue; <br />$1m Avenue to Oentre Avenue; Centre Avenue to Lansing Avenue and thence to Truxton; or, if this <br />can not be done, then Highland Avenue be conditioned for Bus travel. <br /> It is Submitted that the line of travel above_outlined will serve a larger num- <br />ber of people and produce ? greater revenue than the route in contemplation.;~ <br /> And the petitioners will ever pay° <br /> <br />(Signed) Frank L.
